Speaking at the conference, Deputy Minister Vu Thi Mai shared results of solutions to support businesses to overcome difficulties caused by the Covid-19 epidemic. Accordingly, the total amount of tax and budget revenues that have been extended, exempted or reduced according to the policies issued up to now is about 99.3 trillion VND, estimated to be about 110 trillion VND in 2020 (in in which, the amount of tax, fee, fee and land rental to be extended is about 80 trillion dong, the amount to be exempted or reduced is about 30 trillion dong).

In addition, the Ministry of Finance has also coordinated with ministries, sectors and agencies to implement policies to directly support workers and people facing difficulties due to the Covid-19 epidemic. Up to now, 12.79 million people affected by the Covid-19 epidemic have been supported, with the amount of VND 12.69 trillion.

Despite many difficulties in 2020, the results of state budget revenue (state budget) of the whole period still basically met the set targets, the average scale of state budget revenue in the period of 2016 – 2020 is about 24.5% of GDP, the rate of revenue from taxes and fees is about 20.4% of GDP. Revenue from taxes and fees has been increasingly sustainable and guaranteed for investment and development, maintaining the apparatus, ensuring social security and national security.

However, tax and customs policies and customs regulations are required to be continually improved and promptly updated to suit actual requirements; while production and business activities of enterprises are very active and diversified. Therefore, in the process of applying the provisions of the policies and administrative procedures into practice, there are inevitable difficulties and problems.

Dozens of groups of problems have been answered

Directly operating the dialogue at the conference, Deputy Minister Vu Thi Mai encouraged businesses to ask questions and raise problems with an open and straightforward spirit. If problems are related to specific issues, governed by many management policies, customs authorities and tax authorities can take note of the proposals of businesses and directly discuss and remove them immediately. dialogue conference.

At the conference, there were 21 representatives of enterprises raised 31 groups of issues such as: representatives of Phong Phu Company stated that export to foreign countries that commercial contracts have signed periodic discount agreements and issued invoices. 0% value added (VAT), the company can adjust to reduce revenue, but cannot adjust the value declared on the customs declaration because the statute of limitations allows adjustment, leading to difference in value between turnover and customs declaration.

The representative of Fukawa Company stated that components are imported in the form of property leasing; Representative of Viet Cuong Co., Ltd. (Long An), specializing in manufacturing and processing aquatic products for export, raised issues related to specialized inspection; Representative of Go Viet Co., Ltd. specializes in providing two-wheeled vehicle service platform stating the VAT declaration for the entire revenue and for two-wheelers only; Representative of Long Son Joint Stock Company – specializing in cashew nut export and production, inquiring issues related to price transfer activities; Long Hung Co., Ltd. asked about tax extension and reduction policies, including reduction of registration tax for domestically produced cars; Binh Tay Wine Company stated that the finished wine product is exported but cannot be exported due to Covid-19, what should I do if I want to transfer to domestic consumption (?) …

In addition, a number of other issues are also questioned by many businesses such as tax refund, transaction transfer, problems related to Decree 132/2020 / ND-CP that has just been issued; tax policy for imported pharmaceutical materials; e-invoices… The above issues are mostly answered right away at the conference, or are directly assigned by Deputy Minister Vu Thi Mai to leaders of local tax authorities to solve immediately after the conference.

In addition to the questions and issues mentioned above, if the problem is not clear, enterprises can gather directly or through VCCI or from business associations to gather and send to the Ministry of Finance and the General Department.
