The Government has issued two Resolutions: 01 and 02 on the main tasks and solutions for the implementation of the socio-economic development plan and state budget estimate for 2021 and on the continued implementation of the tasks, the main solution to improve the business environment, enhance national competitiveness in 2021. This is considered as a “guideline” to successfully realize the dual goal of preventing and combating Covid-19 epidemic and at the same time. recovery and socio-economic development.
The Government has defined the action motto of the year 2021 as “Solidarity, discipline, innovation, creativity, development aspirations” with 08 focus and direction. In order to achieve this year’s goals, Resolution No. 01 / NQ-CP (NQ 01) set out 11 groups of major solution tasks and 188 specific tasks.
Resolution 02 / NQ-CP (NQ 02) contains the message of the Government to improve the business environment and national competitiveness, which is a regular and continuous key task in the context of The Government has issued Resolution No. 68 / NQ-CP on a program to reduce regulations related to business activities in the period 2020 – 2025, with the goal of reducing and simplifying at least 20% of regulations. and 20% of the cost of regulatory compliance related to business operations.
Notably, among the 11 main groups of solutions and tasks in NQ 01, there are a number of contents to promote development, restructure the economy (including agriculture, forestry and fisheries), and improve productivity. , quality and competitiveness such as:
– Investing in aquaculture infrastructure, diversifying aquatic species and farming methods; to step up marine rearing and offshore fishing in association with the protection and development of aquatic resources according to international regulations and practices. Develop a national target program on building a new countryside in the period of 2021-2025 and implement it synchronously and effectively after it is approved by a competent authority.
Previously, on 11/11/2020, the National Assembly also issued Resolution No. 124/2020 / QH14 on the socio-economic development plan in 2021. Notably, in this resolution, the first solution is mentioned. investing in fisheries infrastructure, improving production capacity, farming and exploiting aquatic products. This is also one of the contents that VASEP has consulted with the Ministry of Agriculture and Rural Development in the process of building a 10-year fisheries development strategy (2021-2030).
– Restructuring the agricultural sector suitable to each region associated with rural economic development and ensuring the lives of farmers and agricultural workers; promote the development of large-scale agricultural production according to market demand, increase added value and develop sustainably, apply high technology, combine preservation, processing and consumption in the value chain.
– Encourage the development of large and medium-sized private enterprises, and build brand names of Vietnamese enterprises; promote start-up, innovation, and appropriate support for small and medium-sized enterprises to exploit the domestic market and participate effectively in the global value chain.
– Proactively allocating resources and implementing appropriate and timely solutions (including solutions for credit, finance, state budget, taxes, fees, fees …) to remove difficulties, supporting enterprises, people and employees who lost their jobs, underemployed, deeply reduced income due to Covid-19 epidemic and restored production and business, especially in industries, services and tourism. calendar, aviation …
– Pay attention to developing the domestic market, promote circulation and stimulate consumption of Vietnamese goods. Improving connectivity between production and market in the supply chain; developing the distribution system through domestic market development projects associated with the campaign “Vietnamese people give priority to using Vietnamese goods”. Develop diversified and suitable types of commercial infrastructure, harmonious combination between traditional commercial infrastructure and modern commercial infrastructure.
In Resolution 02, the Government requested ministries, branches and People’s Committees of provinces and cities directly under the Central Government to organize the drastic, synchronous and effective implementation of 5 groups of key tasks and solutions, of which, continue to focus on supporting people and businesses to restore production and business, overcome the negative impacts of the epidemic COVID-19.
