The Government Office has just sent a document to the Ministry of Industry and Trade and the Ministry of Transport on the basis of the proposal of the Ministry of Industry and Trade on the increase in import and export costs of goods due to the increase in ship and container rental.
Accordingly, Deputy Prime Minister Trinh Dinh Dung requested the Ministry of Industry and Trade and the Ministry of Transport to coordinate with relevant agencies, associations and enterprises to take measures to remove difficulties for goods export activities. .
At the same time, the Deputy Prime Minister asked to review, clarify, and strictly deal with the regulations on violations of the law in increasing the rent of ships and containers.
Previously, the Ministry of Industry and Trade had a written report on the increase in import and export costs of goods due to the increase in ship and container rental.
Specifically, the Ministry of Industry and Trade said that from October 2020, a number of export enterprises reflected on the situation of high seagoing freight rates, difficulties in chartering ships, along with the difficulties in find an empty container for packing.
Through discussions with industry associations and businesses, the above situation is affecting most export industries, especially for agricultural and aquatic products, which are groups of low added value.
The reason is that many shipping lines announced to cut service on some routes and have no plans for 2021. This increases pressure and causes confusion in the shipping industry, causing serious impacts. for world trade, including Vietnam. The current shortage of ships and containers is forecasted to last until February or March 2021.
The Ministry of Industry and Trade said that the increase in shipping charges and container rental rates will have an adverse impact on Vietnam’s export activities. The increase in ship charter rates also has the effect of increasing fees and charges at the port such as handling charges (THC), container imbalance charges (CIC), peak season surcharge … and these fees on the side Vietnamese businesses must bear.
According to the Ministry of Industry and Trade, there have been documents and work with the Ministry of Transport, associations and businesses to discuss urgent measures to remove difficulties for goods export activities.
However, the Ministry of Industry and Trade proposes to the Government to assign the Ministry of Transport to regulate the listing of prices and surcharges in addition to the cost of shipping container goods by sea, service charges at seaports and other legal documents. related; At the same time, reviewing and making statistics on the number of depot containers and requesting shipping lines to report regularly on the empty container volume in Vietnam.
