Speaking at a dialogue conference on tax and customs administrative policies and procedures in 2022 held on November 22, Deputy Minister Cao Anh Tuan said that over the years, the Ministry of Finance has always actively followed closely monitor actual developments in order to research, propose, submit to competent authorities as well as issue according to their competence solutions on extension of taxes, fees, charges and land rents to support businesses and people. people.
In addition, the Ministry of Finance continues to coordinate with the Ministry of Planning and Investment to propose and advise the Government to submit to the National Assembly for approval Resolution No. 43/2022/QH15 on supportive monetary and fiscal policies. The program for socio-economic recovery and development, at the same time, continues to implement solutions on extension, exemption and reduction of taxes, fees, charges and land rent.
“This is the year when solutions to support businesses and people in taxes, fees and charges have the largest scale, the widest scope of application in the past many years,” the Deputy Minister of Finance informed.
According to Deputy Minister Cao Anh Tuan, although facing many difficulties in 2022, thanks to the effective implementation of support solutions from tax and customs authorities, along with the efforts of the business community to overcome difficulties. , businessmen, state budget revenues achieved very positive results.
Accordingly, the total domestic tax and fee collection in the first 10 months of 2022 will reach 107.2% compared to the same period in 2021. It can be seen that the revenue from taxes and fees is becoming more and more sustainable and ensures development investment, ensuring social security and national security.
Also at the conference, answering the question of Nghe An General Services and Import-Export Joint Stock Company regarding the refund of export tax in general and the refund of export tax on cassava starch, the representative of the General Department of Taxation said. The Ministry of Finance and the General Department of Taxation directly responded to the questions and concerns of the Vietnam Cassava Association about the value-added tax (VAT) refund of cassava starch.
Accordingly, businesses are entitled to a VAT refund if they fully meet the conditions and procedures for VAT refund as prescribed by law.
At the same time, the General Department of Taxation directed the Tax Department of Nghe An province to coordinate and work with competent state agencies to clarify the contents related to the tax refund application file. Based on the results of verification and responses of the competent state agencies, if the case is sufficient, the tax refund will be effected.
Regarding the above issue, Deputy Minister Cao Anh Tuan added that when businesses are in trouble, the Ministry of Finance (General Department of Taxation) must also be responsible and must comply with the provisions of the law, no one is allowed to do this. contrary to the provisions of the law.
“It is expected that the implementation of these solutions in 2022 will support businesses and people with the value of taxes, land rents, fees and charges of about VND 233 trillion. In which, the amount of tax, fee and fee exempted or reduced is about 98 trillion VND; the amount of tax and land rent is extended about 135 trillion VND”.

“When there is a risk, the system will automatically determine to check first, refund later, so businesses also need to share with tax authorities about the implementation of the provisions of the law,” Mr. Tuan said.
Regarding the issue of electronic invoices, Mr. Do Phuong Nam Chief Accountant of Hanoi Clean Water Joint Stock Company raised a question about the use of invoices with lists.
According to the guiding regulations, the list for checking, the invoice according to the period when it is generated, the list is used. However, the concept of “invoice by period” is not clear, so the company wonders if expenses such as conference, seminar, and meal expenses are recorded according to the list or not?
Representatives of Hanoi Clean Water Joint Stock Company hope to be guided to avoid errors when the inspection team finds out that the invoices of the input enterprises are incorrect.
“Our company has problems in e-invoices because we don’t know if the input is declared correctly or not? Because it is a state-owned enterprise, if only a few mistakes are made, it will affect the rating of the business. We hope the tax industry has a tool to check whether the business invoice is correct or not to access,” Mr. Nam shared the problem.
Answering this question of the enterprise, Deputy General Director of Taxation Mr. Vu Chi Hung said that enterprises are allowed to use the list and specify arising services such as electricity, water, telecommunications, delivery reports, insurance. Along with that, for invoices with codes, businesses can look up tax authorities’ databases to manage risks. Receiving opinions of businesses, leaders of the Ministry of Finance said that they are building risk management software to help warn businesses.
