If only farmers alone, certainly their path to the village market, district market, but beyond, they must link the chain. There, the business must be the leading force, holding hands with farmers confidently going to “the world market”.
Top 15 agricultural exports in the world
Sharing the story of bringing Vietnamese agricultural products to the world market, Deputy Minister of Agriculture and Rural Development Ha Cong Tuan admitted that, in 2018, despite many difficulties and challenges, Vietnam's agricultural export turnover still reached approximately approximately 42 billion USD.
Similarly, during the first nine months of 2019, the main markets continuously raised technical barriers but we still achieved over 30 billion USD of export turnover, striving to reach about 41 billion USD in 2019, meeting the Government's goal. covered.
From the above figures, Vietnamese agricultural products are increasingly meeting the stringent requirements of the market, in which wooden and aquatic products emerge as bright spots. According to Mr. Tuan, our agricultural product export and import turnover is 73 billion USD, thus, the two-way international trade value is 1.75 times the value of the agricultural products we produce. This proves that farmers' production is increasingly following market signals, meeting the diverse requirements of each market.
Join the “world market”, Vietnamese agricultural products will face difficulties because of many non-tariff barriers |
At the fourth National Farmers Forum with the theme “From CPTPP to EVFTA: Join farmers in the world market” just took place, Deputy Minister of Industry and Trade Do Thang Hai acknowledged that agriculture has been making contributions. Important for the economy, reflected in success and export growth. Some items have export value of more than 1 billion USD.
With this result, Vietnam has gradually affirmed and continued to consolidate its position as a major exporter of agricultural products. We are in the top 15 largest agricultural exporting countries in the world, Mr. Hai said. This is thanks to policies that facilitate trade, simplify import and export procedures, promote trade, and boost exports by the Government. In addition, it is impossible not to mention the important role of free trade agreements (FTAs).
Recently, Vietnam joined a number of new-generation trade agreements (FTAs), namely the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP) officially came into effect with Vietnam on 14 January 1, 2019 and the Vietnam-EU Trade Agreement (EVFTA) signed on June 30, 2019.
According to the roadmap of these two agreements, most Vietnamese agricultural products exported to member countries will enjoy preferential tax. Specifically, with the CPTPP, most of Vietnam's major export agricultural products are entitled to the tax rate of 0% right after the agreement comes into effect or after 3-5 years, for example, certain types of aquatic products (fish, shrimp), fresh and processed vegetables, rice, dried nuts, …
As for EVFTA, in terms of market opening, the agreement will bring great opportunities for the agricultural sector when a series of agricultural products exported to the EU will gradually decrease to 0% after a short journey.
Once the agreement comes into effect, 70.3% of Vietnam's exports to the EU will enjoy 0% tax. After 7 years, 99.7% of Vietnam's exports will be entitled to 0% tax, a few remaining items will be imported into the EU according to the tariff quota with the quota import tax of 0 %.
“So far, this is the highest level of commitment a partner gives us in the signed FTAs,” Deputy Minister Do Thang Hai said.
Farmers can not single code
The signing of two trade agreements is considered a golden opportunity of Vietnamese agricultural products in the market of over 1 billion people. However, experts say that in order to capture this “market”, it needs careful preparation. By the fact that, when the tariff barriers are no longer replaced by a series of non-tariff barriers.
There should be a link in production, in which enterprises are the locomotive leading people to “the world market”. |
To take advantage of the new generation FTAs, Mr. Truong Dinh Tuyen – former Minister of Trade, recommended that the most important export is traceability. If we instruct farmers to bring blockchain applications to production, the concerns will be eased easily.
Meanwhile, Mr. Nguyen Tri Ngoc – General Secretary of the General Department of Agriculture and Rural Development, recommends: “With the integration trend, the tariff barriers will gradually be eliminated to zero, so the most important thing is not the provide information that guides farmers how to do it. ”
According to Deputy Minister Ha Cong Tuan, over the past time, 10 million households have been the economic nuclei, making efforts to create the current agricultural picture. But in the context of the world economy increasingly deep integration and unpredictable volatility, standing alone will not be able to meet. Farmers can not go alone “world market”, must have a leading business leader.
Mr. Tuan said that if only the farmers alone, certainly their path points out to the village market, the district market, and reaching out to the world market, businesses play an important role. Linking farmers with businesses in the value chain is an indispensable path, a solution, a motivation for us to develop commodity production.
However, Mr. Tuan acknowledged, the link between enterprises and farmers in the value chain was not as expected. Of the 50,000 enterprises involved in the agricultural sector, only 1,000 are directly associated with farmers to develop production; Similarly, only about 1,000 cooperatives have a model of association with farmers.
Therefore, it is necessary to continue creating mechanisms for businesses to find their way back to agriculture and rural areas more. It is important to create a level playing field and create a clear mechanism for businesses. Each entrepreneur has to find his own way and accompany farmers to conquer new markets.
