Many businesses reflect that pepper exports have been returned by partners, mainly raw pepper accounting for 85%, the reason is that the quality of pepper is not guaranteed. Especially since the beginning of this year, the European market has begun to tighten regulations on the quality of imported pepper.
Therefore, the investment in pepper quality is proposed by both the Vietnam Pepper Association (VPA) and pepper farmers to make the path of pepper easier.
Lack of tight testing
Currently, not all shipments of pepper are strictly tested for quality before export. The reason for this phenomenon is because Vietnam lacks an accrediting body and a center for testing post-harvest pepper of farmers.
Lam San Pepper Cooperative, Cam My – Dong Nai, said that although the cooperative instructs farmers on safe and safe production methods, there are still many farmers cultivating according to old habits. Therefore, when traders buy pepper from farmers, they do not clearly divide raw material of each farmer. By the time the product is tested, a large amount of pepper is affected on quality, while only a few households or even 1 household grows substandard. Therefore, the lack of separate and tight inspection has greatly affected the pepper of many people.
Recently, many pepper exporting enterprises have been returned due to their unsatisfactory quality, mainly from markets. “grumpy” like Europe and Japan. The main reason is that during storage, many people used carbendazim to preserve, even mix dirty pepper with clean pepper to sell to export businesses.
Not only that, although Vietnam has a testing room for raw material quality, it cannot test all the criteria that the importer requires. According to Mr. Do Ha Nam, VPA Chairman, the devices for checking chemical residues in pepper in Vietnam are still very simple, can only test 200 chemical indicators. Meanwhile, the world's testing equipment can test 543 chemical criteria in raw material. Therefore, enterprises that want to export to fastidious markets must send samples for export abroad two weeks in advance with very high inspection costs.
In order to export pepper to demanding markets, Petrolimex Import Export Joint Stock Company (Pitco) has to hire foreign experts to inspect 80 indicators of plant protection drugs that can not be tested by leading domestic inspection units. verifiable. However, this costs a lot of the company.
It is necessary to verify each product individually
Facing this problem, in order for Vietnamese pepper to be of high quality and easier to export, especially to create a firm belief in the “fastidious” markets, it is necessary to solve from the new root to the top and to the quality. It must be ensured from small quantities, from single to large numbers, from many sources.
Therefore, Mr. Do Ha Nam suggested that the state and enterprises need to invest in quality control centers that meet importers' criteria. Compared with the cost of sending samples abroad, the investment in a quality control center at the request of the “fastidious” market is high, but can serve many businesses at the same time. It is possible to shorten inspection time to finalize export goods.
Not only that, in each region of material needs a testing center. That way, the raw material of each individual producing pepper can be clearly resolved before mixing together, avoiding time and money loss later. Moreover, while investing in a high quality testing system is expensive, when many exporters and farmers participate, good goods have high prices, the payback period will be shorter – Director of Lam San Cooperative divided. share more.
The Ministry of Agriculture and Rural Development is ready to equip the quality control centers and the Department of Agriculture, Forestry and Fishery Quality Control will direct the implementation. Businesses can send samples to these centers to test goods before export.
To invest in an international standard testing center requires about US $ 2 million. However, it is not only the investment that is done, but also the reputation of the centers. Import businesses often do not trust domestic testing units and always designate foreign testing. Therefore, if a domestic testing center is built, it is necessary to build a good reputation with foreign businesses, which means that goods after being inspected here can be exported smoothly. If not, the testing center meeting international standards will be abandoned, causing waste. This is a big problem that needs to be supported by businesses and farmers in the pepper industry so that the pepper industry can develop more sustainably, said VPA Vice President and General Secretary.
The Vietnam Pepper Association said that pepper is the product with the best export price increase this year, so the focus on building export quality control centers is to improve prestige and trade. Vietnam pepper brand on the international market for the pepper industry to develop sustainably.
