Heavy damage
A few months ago, Mr. Ma Van Phu (Binh Hoa 2 village, Binh Thuan commune, Buon Ho town) through the introduction of Binh Hoa 2 rural farmers’ association, bought 5 tons of organic fertilizer from Humic Quang Fertilizer Company. Ngai, the price is over 5.5 million VND/ton. Right at noon, he and his wife brought 13 bags of fertilizer in one go for 1,000 pepper posts in business. The next day, seeing that the pepper leaves were burned like a fire, the young fruit fell, so I called the company.
The market staff went down to check and said that the burning was because Mr. Phu’s family left the wrong process. A week later, the company’s representatives, including the deputy director and the sales manager, went down to pick up a bag of manure for testing in the presence of the Binh Hoa 2 rural farmers’ association. Mr. Phu’s family dropped one bag, about 30 minutes later. All pepper posts due to fertilizer application were burned by both sides, so a record was made, then everyone… left.
The next day, the company announced that it would withdraw and refund the amount of manure Mr. Phu had purchased, accepting 7 million dong support to restore the pepper garden, but he did not agree. The company continued to increase the support level to 14 million dong, 50 million and closed at 70 million, but Mr. Phu still did not… nod, the company’s staff turned to challenge. Mr. Phu made an application to the authorities.
He said: “The family’s production of 1,000 10-year-old pepper poles lost this crop because of Humic fertilizer equivalent to 600 million. We ask Humic to pay 600 million, or we agree to receive 70 million, but the company has to support my family to restore the pepper garden for 5 years, if the pepper pillar dies and cannot recover, the company will pay 5 million dong/head, but the company didn’t listen”.
Also for a reason “Clean up the problem of fake and poor quality fertilizers so that farmers can rest assured to produce” for more than a year now, Mr. Nguyen Van Thinh, resident of Thanh Ba village, Xuan Phu commune, Ea Kar district, has sent applications to all agencies in the province and outside the central government to claim benefits for the families and farmers who have been affected. Damage because buying fake, poor quality.
The incident started when on September 23, 2016, Mr. Thinh bought 2 tons from An Thinh Agricultural Investment and Fertilizer Consultant Co., Ltd in Tam Thang Industrial Park, Cu Jut District (Dak Nong). After buying, he brought 1.2 tons of manure to 780 pepper posts. After 10 days, the entire pepper plant is removed with yellow leaves, leaves, and fruit, then 200 dies, the rest live “yawn”, slow growth.
Mr. Thinh reported the company, the company went down to work 5 times, looked at the scene and promised to support… orally. The company then sent employees to take samples of pepper and send it to the family for testing, and the results showed that pepper died due to illness. The strange thing is that the date of receiving the test sample is 11/10 while the sampling date is 11/11. “They gave such results as a show of disrespect for the people, shirking responsibility. I applied to the Department of Agriculture and Rural Development of Ea Kar district to take samples for testing to clarify black and white.”
When the results of the Technical Testing Center for Standards, Metrology and Quality 3 announced that the content listed on the package was not consistent with the actual test, the company stiffened but only supported 100 million VND, his family Sometimes, if you don’t listen, the company is also silent and disappears.
Thinh said: “The source of life depends on plants, but in the current fertilizer disorder, we seem to be lost in the matrix. For the past year, I did not dare to buy any fertilizer for fear of buying fake manure again. For a year now, I have sent a petition for help not only to claim my rights but also to the people who are anxious day and night, suffering damage from fake and poor quality fertilizers, but the matter is still standing still.
Responsibility ball
Mr. Nguyen Dao Chi, Deputy Director of the Department of Information Management of Dak Lak province, said that since the beginning of the year, the unit has received 2 cases of Mr. Ma Van Phu and Nguyen Van Thinh. Mr. Phu’s case, after the 389 inter-sectoral delegation came down to inspect and take fertilizer samples to send to the Center for Analysis and Experimental Services in Ho Chi Minh City for analysis, the results after 2 times were of good quality, except for the cause of the fire, deciduous is not found. The sub-department asked the center to experiment with pepper gardens to find the cause, but the center said that there were not enough equipment and machines.
As for the case of handling Mr. Thinh’s application, the responsibility belongs to the People’s Committee of Ea Kar district. After the district’s Department of Agriculture and Rural Development takes samples for testing, the results will be based on that for settlement. According to the analysis results, ¾ of the ingredients in the fertilizer listed on the package are lower than the actual test. Ea Kar district needs to request the company to provide production license, announce regulation conformity, standard conformity … on that basis, make conclusions and handle. Recently, the District People’s Committee had a meeting to invite the Department of Industry and Trade, Department of Agriculture and Rural Development, Sub-Department of Information Management … to attend but had to leave because the company could not be invited.
Not only Mr. Phu and Mr. Thinh, but many households in Cu M’gar and Cu Kuin districts also “cry” when buying poor quality fertilizer to fertilize crops that died in mass, losing billions of dollars. While the authorities are struggling with the “fertilizer disorder”, farmers are also struggling with the “matrix” of fertilizers. In the middle of a forest of brands, manufacturing and fertilizer companies, farmers do not know which type to choose. People say, it is better to let the plants live in moderation, earn as much as they can, but do not dare to “trade their rice” with fertilizer.
