The Ministry of Agriculture and Rural Development will assume the prime responsibility and coordinate with the ministries, branches and localities in implementing the Scheme; actively integrate the objectives and tasks of the Project with national target programs and projects of other ministries, branches and localities concerned; select and identify the factors to improve the pilot model of organic agriculture in localities according to the approved list.

At the same time, the Ministry of Agriculture and Rural Development appoints the units with the capacity to research, certify and link the value chain to participate in the deployment of pilot models, develop the implementation plan and gradually expand the model; organize the inspection, supervision, evaluation and annually report to the Prime Minister on the implementation of the Scheme.

The People’s Committees of provinces and cities directly under the Central Government shall identify advantageous products, key fields and areas with advantages in organic production, and coordinate with the Ministry of Agriculture and Rural Development to formulate organic agricultural development schemes and projects. meets requirements and conforms to agricultural industry standards. Building specific mechanisms and policies of the locality such as land, infrastructure, seeds, organic production technology … to serve the development of organic agriculture.

Besides, allocating funds from local budgets and mobilizing legal capital to implement organic agricultural development projects in the area; regularly organize the inspection of the implementation of local organic agricultural development projects, annually synthesize reports on the implementation of local projects and send them to the Ministry of Agriculture and Rural Development for summarizing and reporting to the Government.
