Explaining why the toll collection was delayed until October 1, the Ho Chi Minh City People’s Committee said that this is the time that Ho Chi Minh City is expected to be able to control the Covid-19 epidemic. At the same time, vaccination against Covid-19 has been widely deployed in communities and businesses that have had time to recover.

According to calculations by Ho Chi Minh City, if the port infrastructure fee is collected from July 1, the expected revenue in 3 months (from July 1 to September 30) is 723 billion VND. “In case Ho Chi Minh City has not collected fees in these 3 months, this expected revenue will be considered as a support for production and business enterprises, import-export enterprises to ensure the good implementation of the “dual” goal of medium and long term. drastically preventing and combating the Covid-19 epidemic, while developing the economy and society,” said the People’s Committee of Ho Chi Minh City.

According to the previous plan, Ho Chi Minh City will collect seaport infrastructure fees from 0:00 on July 1, 2021.

Fee payers are organizations and individuals trading in goods temporarily imported for re-export, goods in transit, goods stored in bonded warehouses, goods in transit using infrastructure works in the city’s seaport border-gate area; organizations and individuals trading in import and export goods using infrastructure works in the city’s seaport border gate area (including organizations and individuals opening customs declarations in and outside the city).

Ho Chi Minh City exempts fees for imported goods directly serving security and defense; goods exported or imported in service of ensuring social security, overcoming consequences of natural disasters, disasters and epidemics.

The highest fee is 4.4 million VND/container, the lowest is 15,000 VND/ton for bulk cargo not packed in containers.

Ho Chi Minh City Department of Transport said that Ho Chi Minh City’s implementation of collecting fees for the use of infrastructure works and public utility service works in the seaport border gate area in the city is to invest, upgrade traffic infrastructure, maintain technical infrastructure works, service works connecting seaports in the city.
