Hai Phong Customs Department has just built and put into use the software so that enterprises can proactively assess the quality of operations of customs officers and customs authorities.

Accordingly, after completing the customs procedures for each declaration, the enterprise can make an assessment of the level of satisfaction with the quality of service provided by the civil servant, working team, relevant customs sub-department. on the customs declaration software (ECUSVNACCS) according to the following levels: Very satisfied ”: 5 *; “Satisfied”: 4 *; “Normal”: 3 *; “Not satisfied”: 2 *; “Very dissatisfied”: 1 *.

Step 1: Enterprises conduct customs declaration for the declaration and send the declaration to VNACCS / VCIS system, the enterprise can send assessment right in the process of customs clearance when encountering problems at the sub-department. or after the declaration has been granted permission (release, bring in storage, clearance).

Step 2: If the enterprise agrees to evaluate the declaration, select the satisfaction levels corresponding to the number * (according to the 5 levels mentioned above).

Step 3: After the enterprise has finished evaluating, click on “record”, the system displays the content that the enterprise has evaluated, the enterprise confirms the content and select “send” to submit a review or ” edit ”to return to the review screen.

Step 4: At step 1, if the enterprise does not conduct an immediate evaluation then the option is ignored, the system displays a warning. At the same time, to view un-evaluated declarations, enterprises can choose to “view” in step 3, or select the function “satisfaction rating” in the other professional menu.

According to Mr. Nguyen Kien Giang – Deputy Director of Hai Phong Customs Department, the Department is the first unit in the whole industry to pioneer in developing and implementing the Quality Assessment System serving customs officers. This initiative is a specific step in implementing Decision 85 / QD-TCHQ dated January 15, 2020 of the General Department of Customs on developing partnerships of Customs – Enterprises and related parties in 2020. All evaluation information of the people and businesses will be received, verified and processed by Hai Phong Customs Department, thereby seriously considering responsibility for cases of civil servants' violations and feedback. In order to create more favorable conditions for enterprises to carry out evaluation activities, Hai Phong Customs Department recently upgraded the system to version 2.0, in order to add some additional features such as sending feedback information. after completing the procedures for importing and exporting goods lots; allowing enterprises to assess and send feedback information right in the process of customs clearance.

Enterprises can enter their full name, phone number and detailed content posted on the system. At the same time, the enterprise can assess many officials, operations, and branches at the same time on an evaluation sheet related to the declaration form being performed.

Previously, there was an opinion on how to equip the online camera system from the General Department to the branches, whereby the General Department could see how the subordinates performed their duties, to minimize troubles, harassment, and cause difficult for business. But many places still have the situation where the enterprises are absolutely right but still have to pay “to make laws”. When these cases were discovered, at all Customs locations, they temporarily received enterprises' goods declaration dossiers without “lubricant” money. However, it was only temporary, then the situation “got in there”.

It can be said that software for businesses to proactively assess the quality of operations of customs officers and customs authorities will be the basis to supervise Customs officers and employees. Rather, if enterprises directly assess the capacity, working attitude … of Customs officials, civil servants, these officials and public servants will not dare to “take risks”. Therefore, the goal of reducing procedures, reducing time, reducing costs in import and export activities is therefore possible.
