Mr. Phan Minh Thong, General Director of Phuc Sinh Joint Stock Company, said that he is facing difficulties when applying for a C/O (certificate of origin) form B without tax incentives for cashew products. According to Mr. Thong, to apply for a C/O form B, it only needs to meet one of three criteria, which is CTSH (conversion code of goods), LVC (percentage of value) or WO (pure origin). ). In which, the criteria of CTSH and LVC are easy and there is initiative from enterprises, while the criteria of WO are passive from suppliers.

However, most Vietnamese enterprises when applying for C/O form B use WO criteria, making it difficult to check and trace the origin. Moreover, on C/O form B, there is no WO criteria. Therefore, for the two criteria CTSH and LVC, the enterprise statement sent to VCCI is just redundant documents. “We hope that the General Department of Customs and state management agencies will understand, support and guide businesses, promote production and export more freely,” said Mr. Thong.

Ms. Bui Hoang Yen, representative of the Trade Promotion Department (Ministry of Industry and Trade), said that enterprises need to immediately update regulations and production processes, especially in the raw material area to meet market requirements. “Regarding Malaysia’s suspension of chili imports from Vietnam, the product is contaminated with pesticide residues. In some cases, agricultural products tested in Vietnam passed, but when they went to Europe to test again, the drug residues exceeded. Therefore, enterprises must actively renovate the raw material area, meeting the requirements from the source; At the same time, improve machinery and modern equipment,” noted Ms. Yen.
Deputy Director of the Department of Supervision and Management, General Department of Customs, Mr. Dao Xuan Tam recommended that enterprises should improve the quality of agricultural products in the direction of meeting the conditions and standards of importing countries; diversify customers and export markets for agricultural products to avoid dependence; complete customs procedures early so that when the goods are brought to the border gate, they do not have to wait, preserve and wait for export.
