Deputy Minister of Agriculture and Rural Development Phung Duc Tien said so, when talking to reporters about China's changes in import control policies on agricultural products.
Deputy Minister of Agriculture and Rural Development Phung Duc Tien
From China's change in agricultural quarantine policy, this is no longer an easy market. How is your judgment?
– The recent inspection and supervision of dragon fruit shows that China is approaching the regulations of advanced countries. Of course, the fact that they inform us and we notify the manufacturing sector and the exporter must reconsider, the two sides exchange experiences to take initiative.
If the vehicle inspection process is like that, inform the provinces how to load the goods accordingly. In fact, dragon fruit is congested because China Customs only allows 162 cars to be cleared every day but 200 cars go to the border gate.

China is increasingly setting strict and rigorous criteria for quality, food safety and traceability. If these two factors are guaranteed, the goods can be imported. More than 1 year ago, they warned about this but the pace and transformation of Vietnamese enterprises did not meet the requirements.
Therefore, in the coming time, we must promote production towards VietGAP and GlobalGAP to ensure food safety and traceability.
So far, how is the consumption of dragon fruits at Tan Thanh Border Gate (Lang Son), sir?
– It can be seen, there are several factors causing congestion at Tan Thanh border gate. According to information, the previous Chinese vehicle inspection process only takes 2 minutes, now it takes up to 6 minutes. Thus, the time to check the vehicle right from the beginning has increased by 3 times. Secondly, Vietnam is entering the dragon fruit harvest, the volume of goods increases but the procedure is prolonged, so there is a phenomenon of congestion, when more than 500 vehicles are stuck at the peak.
I have asked the People's Committee of Lang Son Province to direct agencies to coordinate with the Chinese side such as customs, animal quarantine, plant quarantine, border … to increase the clearance time for customs clearance to 9 hours / day. . There were times when they were asked to receive up to 21 hours, or 22 hours in China.
If this is done, one day it will increase over 300 vehicles, the amount of agricultural products will be consumed, ensuring transportation costs and quality. In 2-3 days, the number of cars in stock decreased.
But apparently, the phenomenon of congestion at the border is not the first time, often at the peak of the season this phenomenon occurs. So in the long run, we need a solution to overcome this situation, sir?
– Short-term and long-term planning to produce more methodically, calculate the market demand and harvest output. Secondly, by using scientific and technological solutions, especially high technology, we have to spread the crop so that the output can be higher but the consumption is still favorable and the price is good.
Recently, the Ministry has directed the locality to review according to the national dragon fruit production strategy, as well as other crops to have orientations and solutions to improve quality, added value and ensure Sustainable Development.
Thank you Deputy Minister!
