The market was broken because of the war between Russia and Ukraine, and high inflation caused many countries to introduce stricter import regulations, set up strict non-tariff barriers, etc. Meanwhile, many Vietnamese export enterprises. reflects difficulties in updating and complying with the new regulations due to lack of information.

At the Conference on Trade Promotion with Vietnam’s trading system in foreign markets that just took place, one of the issues of concern was the changes and new regulations in import activities that many markets have encountered. offered by the school.

Build more technical barriers

Mr. Vu Chien Thang, Counselor – Vietnam Trade Office in Spain, said that the competent authority of this market has just issued Ordinance 664 on veterinary control at border gates, in which a series of products such as: milk, sugar, salt, vegetables, coffee, pharmaceuticals, fertilizers… will be strictly imported. Along with that, Spain also issued a new decree to establish measures to prevent bird flu.

Timber exports face difficulties because of the US market’s anti-tax evasion investigation.

Before this fact, Mr. Thang recommended that Vietnamese exporters need to strengthen the maintenance of quality and build brands for goods when exporting to Spain. In fact, recently, the Trade Office has received documents from Spain’s Ministry of Health about 8 cases of Vietnamese agricultural products containing pathogens or banned substances such as coffee, pepper sauce, cashew nuts, Rice, curry powder, lychee… As a result, shipments were then put under enhanced control by this country.

Similarly, Ms. Nguyen Thi Diep Ha, in charge of the Vietnam Trade Office in Pakistan, said that recently, the country has erected a series of technical and trade barriers for imported goods such as launching measures to trade remedies; at the same time banning the import of 33 items, of which there are 3 key products of Vietnam such as mobile phones, basa fish, and cashew nuts.

Pakistan also erected technical and commercial barriers to restrict imports such as banning remittances of deposits abroad. “It can be seen that this is a rather odd barrier measure opposed by many countries, but because it wants to protect domestic goods, Pakistan still deliberately applies it,” Ha said.

It can be seen that this is just one of many new regulations that markets have introduced. Meanwhile, on the side of Vietnamese enterprises, grasping the above regulations is still quite difficult.

Ms. Nguyen Thi Anh Hong, Vice President and General Secretary of the Vietnam Tea Association, said that as the Pakistani market, due to the high devaluation of their local currency, businesses cannot actually export to this market. because they don’t have money to pay. However, Pakistan is a transshipment point for other Middle Eastern countries, thus affecting tea export activities that enterprises do not know how to find solutions.

Businesses struggling to adapt

Or for the Russian market, Ms. Hong said that exports were also seriously affected by the war between Russia and Ukraine. Meanwhile, exporting to markets around Russia, although old markets, is still strange to Vietnamese enterprises. Therefore, tea businesses want to learn more information about these markets.

Even for the Chinese market, Ms. Hong said that in the past, tea was mainly exported by small quotas, so Chinese traders came to buy tea a lot. However, now it is more difficult to switch to official export because the habit of small-scale trading is still for Chinese traders.

Meanwhile, with the wood industry facing difficulties in the US tax evasion investigation with Vietnamese wood products, it is hot in recent days. Mr. Ngo Sy Hoai, Vice President and General Secretary of the Vietnam Timber and Forest Products Association (Viforest) suggested that the Vietnamese trade agency in the US contact the Ministry of Commerce of this country to send their inspection team to the US. survey some enterprises processing and exporting plywood.

This will help wood businesses easily prove the origin, because sometimes working through documents due to language differences between foreign lawyers and Vietnamese enterprises, sometimes they do not understand the specific issues. Therefore, if the US delegation can go to Vietnam to inspect the factory on the spot, see that Vietnamese enterprises produce and export products to the US transparently, it will create favorable conditions for export activities. Currently, the US market is accounting for over 60% of the total export turnover of wood products, “said Hoai.

According to the General Statistics Office, in the first 8 months of 2022, export turnover of goods was estimated at 250.8 billion USD, up 17.3% over the same period last year. The Ministry of Industry and Trade forecasts that the export turnover of the whole year 2022 is estimated at about 368 billion USD, up about 9.46% compared to 2021.

However, in the context of major economies, especially the US economy, the decline may affect the growth of the world economy. Mr. Vu Ba Phu, Director of the Trade Promotion Department (Ministry of Industry and Trade), said that this situation requires closer and more effective coordination between the system of Vietnam’s Trade Office abroad and other ministries and sectors. , localities, industry associations, businesses and producers so that the parties can quickly update market information, new regulations and policies of other countries… From there, helping industries, localities, enterprises develop and adjust appropriate production and business strategies and plans, make the best use of opportunities to develop markets and promote exports.
