Launched support packages of tens of trillion dong, restructuring time for debt payment, tax rescheduling … but with strict conditions, not all businesses (enterprises) can access it. The business community just wants to simplify administrative procedures to bring goods to the market.

It takes 35 days to complete a procedure

Mr. Nguyen Hoai Nam, Deputy Secretary General of the Vietnam Association of Seafood Exporters and Producers (VASEP) shared that specialized inspection procedures for many years have only increased, not decreased.

Specific evidence, Mr. Nam said, the registration procedure to use foreign bar codes requires many papers and documents that are difficult to obtain from customers, must be submitted directly to GS1 (National Barcode Organization). practice), not being done online, so businesses take a lot of time and sometimes do not have enough documents as required by GS1.

In many cases, enterprises were sanctioned by customs for their administrative violations because they could not obtain GS1’s certificate, while the significance of state management was not much. Therefore, the representative of VASEP proposed to remove this regulation (specified in Decree 74/2018 / ND-CP).

It can be seen that, not only domestic enterprises, but also the foreign-invested business community, many of Vietnam’s administrative procedures are cumbersome, with too long waiting times. Especially, the issue of business and investment licensing under the management of ministries and branches still lacks links, causing very delay, affecting businesses.

Particularly on the issue of barcode application, Mr. Nguyen Hong Uy, representative of the Nutrition Food Subcommittee of the European Business Association in Vietnam (EuroCham), also reflected to register a foreign code and barcode at Vietnam really takes a lot of time. A multinational corporation operating in over 160 countries, in Vietnam has a strong team of lawyers specializing in solving legal problems, but until the transfer of franchised products of the Group in Vietnam, the Group itself also miserable because of this, it took more than 35 days to complete all procedures for authorization of barcode codes.

In general, businesses all want a stronger improvement in administrative procedures. Mr. Nguyen Van Than, Chairman of Vietnam Association of Small and Medium Enterprises, said that the outstanding administrative procedure reform solutions will significantly improve the business investment environment for enterprises.

It is time consuming and also costly

Many surveys have also shown that when there is information to support businesses, the business community can grasp the information but do not know the clue to access. The reason is partly due to ineffective propaganda, another part is that circulars and decrees have not detailed the processes and procedures for accessing supportive policies, leading to businesses and people. still confused.

In the “war” of business environment reform, management and specialized inspection, many experts have frankly said there is a very large inertia. When the more complex the management and specialized inspection, the more time it takes, the lost businesses cannot be calculated with money. Complicated inspection mechanism creates great risks for businesses when doing business, enterprises encounter many shortcomings when bringing products to the market.

Ms. Nguyen Minh Thao, Head of Research Department of Business Environment and Competitiveness, Central Institute for Economic Management affirmed that long period of specialized examination will cost businesses such as costs. storage, administrative fines, slow customs clearance, charges for yards.

According to experts, in addition to the cash support, improving the workflow is a very urgent requirement, in order to quickly overcome the overlap, remove bottlenecks, bottlenecks, promote reforms, renew.

The Ministry of Finance has just submitted to the Government a project to reform the model of food quality and safety inspection for imported goods. In which, the customs office is assigned to be the focal point in inspecting food quality and safety for imported goods; applied synchronously 3 methods of inspection: Tightly, normally, reducing the number of imported consignments that must be inspected; fully and substantially applying the principle of risk management in food quality and safety inspection to imported goods; additional objects exempted from inspection …
