Low efficiency, prolonged tax debt
The whole province currently has 17 businesses (DN) under the Vietnam Coffee Corporation operating. After the golden period 10 years ago, in recent years, the production and business situation of coffee companies has faced many difficulties, becoming more and more poor when coffee prices are low along with severely affected by the Covid-19 epidemic in the country and in the world.
Specifically, the revenue generated by enterprises in 2020 will only reach 359 billion VND, of which the enterprise with the highest turnover is 80 billion VND, the lowest is 515 million VND; accumulated loss amount up to now is 252 billion dong. Companies that are unable to balance their finances, are owing tax of 112 billion VND, of which the payable amount in 2020 is 47.9 billion VND.
Specifically, 10 enterprises have not fully paid the land rent, late payment interest as committed, 8 enterprises have not paid the land rental, the late payment interest arising from 2019 and earlier, 15 enterprises have not fully paid the land rent arising in the year. 2020.
According to the Government’s renovation arrangement plan, out of these 17 enterprises, 3 enterprises will have to dissolve, 3 enterprises will be transformed into two or more member companies and 11 enterprises will be equitized. However, up to now this plan has not been implemented due to many subjective and objective reasons. This also makes the company’s operations difficult and unable to balance its finances.

In order to create conditions for enterprises to fulfill their tax obligations to the State, the province has provided a mechanism for enterprises to pay old and arising tax debts by 20% each year for a period of 5 years (2020 – 2025), but they are still difficult to collect. Facing this situation, the province has petitioned the Prime Minister to direct the State Capital Management Committee at Enterprises to request Vietnam Coffee Corporation to request member enterprises to strictly obey the law on tax and payment. land lease, late payment interest according to regulations. At the same time, accelerate the reorganization of businesses to financial structure and modes of management, organization of production and business activities, contributing to socio-economic development in the province.
Solve problems of land management and use
Up to this point, the province has approved land use plans for 14 enterprises under the Vietnam Coffee Corporation, with an area of more than 14,052 hectares. In which, the land for production and business enterprises is over 13,025 hectares, and 1,027 hectares have been handed over to the locality for management. Particularly for the 3 enterprises subject to dissolution, no land use plans (an area of 1,981 ha) are made.
According to the Provincial People’s Committee, during the management and use of leased land, some areas of coffee companies let people encroach on and build illegally on agricultural land. In addition, many contracted households do not fulfill their obligations to submit products, cut down gardens, change crops, or transfer contracted orchards without consulting the company. Although all levels, branches and localities have participated, but due to many difficulties and obstacles, they have not been completely handled. This has affected the operations of companies and caused insecurity and order in the area.
In addition, over the past time, there have been many complaints requesting companies to settle the payment of products for contracting, land rent, and settlement for employees. This is a difficult problem, which has existed for a long time and is related to the lives of many households, and needs to be removed with final and synchronous solutions.

In this regard, the province has petitioned the Central Government to direct the concerned ministries and branches to re-build the contracting plan in accordance with the actual situation, ensuring the interests of the parties to create consensus between companies and households. contract, avoid disputes and lawsuits related to contract contracts. In addition, the coffee companies need to complete the land profile, check the ineffective land use, encroachment, illegal construction … transfer to the local management.
3 enterprises under the Vietnam Coffee Corporation operating in the province subject to dissolution include: Ea Tul Coffee One Member Limited Company, Chu Quynh One Member Limited Company and Ea H’nin One Member Limited Company.
