To clarify this issue, today February 3, Reporter Dan Viet interviewed Deputy Minister of Agriculture and Rural Development Le Minh Hoan.
Recently, in an interview with the press on the sidelines of the 13th National Party Congress, he emphasized the idea that: Agricultural production requires a license. Can you tell us more about this content?
– Actually, after hearing this, many people do not fully understand this idea, just hearing the word “permit” is thinking of asking for giving, making it difficult for farmers in the way of preventing the river from being banned from the market. The license that I am referring to here, in fact, is a certificate for farmers to be proud of, to prove to the consumer that I have been certified by the state, have been fully educated.
Agriculture is a profession that has an impact on the environment and on the market, so you don’t just want to do whatever you want to do automatically. For example, in breeding and farming, people need an obligation to report to the authorities. The report here is not to ask and give, but to let people know, warn us what the market is missing, what is left over, and then have production orientation, such as you want to raise 100 pigs, When reporting to the authorities, they told him to raise them as redundant. They should only raise 50 children, but it was not a permit to apply for it.
As he said, one of the current difficult problems of the agricultural sector is how to manage the planning, get the correct production data, so the licensing as he said actually is essential. So how can it be applied in practice in our country, sir?
– For the advanced countries in the world, there is no place for farmers to do what they want, they all have to register with the government to produce. For example, citrus trees (oranges, tangerines) are currently growing too much, so it is the State’s responsibility to advise, not until the time is redundant and then go back to the rescue. Farmers also have to understand that, so the registration of production is to protect them, not make it difficult for them. It is completely not about preventing rivers from forbidding markets.
In fact, farming is not easy, whatever you like to do, because agriculture affects the health of consumers, market confidence, agricultural brands, and the surrounding ecological environment. Therefore, the responsibility of the state, the agricultural sector, and the government is to advise, orient and grasp the production data, not asking-giving, making it difficult for farmers, but the main thing is to tell protect the farmer.
We can’t be easy enough, we just have to “rescue” the farmers because it’s too easy. Then when this happens, the redundancy of this, the other, just blame the Ministry of Agriculture and Rural Development, the Minister.
Do you think that farming is not a place for people who do not know anything, can not study or rather ignorant people go to agriculture. This is the biggest problem that we need to solve in the digital transformation of the agricultural sector, the smart farming phase. So here, in your opinion, what is the solution to solving this problem?
– There is a fact that everyone can see clearly, that is, many people have the view that, farming is only for people who … are ignorant, do not know what to do, then go to agriculture. In fact, our country’s agriculture is changing strongly to smart agriculture, knowledge agriculture. So, in order to do that, it is necessary to have vocational training and practicing certificates for farmers.
State management agency whether it is planning or strategy, farmers are ultimately the first in the agricultural restructuring process. To have a professional agriculture, it must have a professional farmer. To have smart agriculture, there must be smart farmers.
So how do farmers become professional, become smart? Those are problems with specific decisions, projects, and plans, so that we can change from the farmer’s mindset and perception first. Because without changing perceptions, people still follow the customs, perception and inertia; There is still a trade-off with the luck of the season as in the past, agriculture is still precarious.
Here, the Ministry of Agriculture and Rural Development will coordinate with the Vietnam Farmers Association to implement vocational training for farmers, develop the project “Smart Farmers, Eco-Agriculture” to do, we have to understand that , working in agriculture is now smart agriculture, it’s not like we just don’t know what to do but we go back to farming.
How can agriculture be developed when ignorant people go to agriculture? So we have to educate the farmer, to professionalize the farmer. Going forward someday, we are like the advanced countries, consider it a profession and get a professional license, not knowing what to do, then going to farm.
“If we move all the factors such as bringing in technology, bringing in small and medium enterprises, we will attract young intellectuals to the place where you were born. We will no longer have to “complain” about young people leaving their fields, hometowns, villages, going to industrial zones in Binh Duong, going to Dong Nai, going to Hai Duong …
That trend, that transition, every country has. So we must have policies like to activate small and medium enterprises, start-ups in the localities, the state management agencies must propose to the Government. The more local small and medium-sized enterprises, the more investors coming to them will have an ecosystem around them, there will be small and medium-sized businesses taking on steps that large enterprises cannot do.
When we create an ecosystem of startups in the agricultural sector is also a condition to lure “eagles” to nest. From there, we can both create value for the business and create value for the farmer “.
