Addressing at the opening ceremony “Technology Connection and Innovation Week 2020” held by the Ministry of Science and Technology in coordination with the Ministry of Agriculture and Rural Development at Vietnam Academy of Agriculture from October 30 to November 2 / 2020, Deputy Minister of Agriculture and Rural Development Le Minh Hoan affirmed that enterprises must be the center of innovation.

According to Deputy Minister of Agriculture and Rural Development Le Minh Hoan, innovation research is currently being interpreted in two ways: First, innovation is creating completely new things that have never been before; Secondly, innovation is to replace existing ones with others with higher efficiency, creating value benefits for the community.

Science, technology and innovation play an important role in transforming growth models, improving productivity, quality, efficiency and competitiveness of the economy.

“In recent years, Vietnam has always maintained a relatively high economic growth rate compared with other countries in the region and the world. Vietnam’s economic growth has gradually decreased depending on resource exploitation, raw export and credit expansion, and has gradually been based on science and technology and innovation ”- Deputy Minister Le Minh Hoan emphasized.

According to the Deputy Minister of Agriculture and Rural Development, Vietnam’s agricultural sector has deeply integrated into the world, while also facing many more difficulties and challenges, typically in 2020, the Covid-19 pandemic disrupting supply chains. in the world, affecting directly the production, import, export and consumption of agricultural products.

The market for many agricultural products still tends to decrease and is affected by the trade war between major economies, countries increasing protection measures, and technical barriers.

In that context, the agricultural sector always receives the attention and close direction of the National Assembly, the Government, the Prime Minister, the support of all levels, branches and localities; the joint efforts, overcoming difficulties and creativity of the business community and farmers across the country, the high unity in the whole industry strives to follow the reality, overcome difficulties and challenges, and drastically implement agricultural restructuring plan.

Accordingly, the production structure continues to be adjusted in the direction of bringing into full play the advantages of each locality, region, region and the whole country, associated with market demand, climate change adaptation and international integration.

There has been a clear change in the structure of goods and products, increasing the proportion of advantageous industries and products and markets. In the first nine months of 2020, the export of agricultural, forestry and fishery products is estimated at 30.5 billion USD, up 1.6% over the same period in 2019.

Across the country, many agricultural production regions have been formed with high productivity, quality, and economic efficiency for domestic consumption and export.

Deputy Minister Le Minh Hoan said that economic development achievements have helped Vietnam increase income and reduce poverty, bringing a better life for many people. Science, technology and innovation have contributed to enhancing the value of agricultural production and building a new countryside.

Application of innovative technology and management processes in agriculture, biotechnology in plant and animal breeding, traceability, logistics, and deep processing are increasing quality and competitiveness. of Vietnamese agricultural products exported to the world.

According to Deputy Minister Le Minh Hoan, in recent years, the Ministry of Agriculture and Rural Development has actively organized many scientific, technological and innovative activities such as the development of global agro-product chains, product traceability, logistics. In agriculture, building a science and technology ecosystem in the countryside, the program for each commune has one product, … has contributed to improving the added value of agricultural products, promoting Vietnam’s agricultural integration. wide into international market.

Dozens of businesses have invested in the construction of agricultural processing factories linked to raw material areas with modern technology lines, bringing high added value to Vietnamese agricultural products.

However, Mr. Le Minh Hoan also pointed out the fact that Vietnam is now facing an important crossroads, the source of previous growth is declining, increasing the risk of falling into the “middle income trap”.

In fact, the process of structural transformation to exporting high-tech goods and services, which is more complicated and has a higher knowledge content, is still taking place quite slowly.

Vietnam is still stuck in activities that create little added value, which limits its ability to learn technology and improve its creative capacity.

“To achieve the goal of rapid and sustainable development, Vietnam will have to rely more on increasing labor productivity through innovation, we need to significantly improve the domestic innovation capacity” – Deputy Minister Le Minh Hoan confirmed.
