Mr. Nguyen Son, residing in Choi commune, Duc Xuyen commune (Krong No), said that in 2009, he and his sister, Mr. Kieu Duy Trinh, contributed capital to invest in planting 1,200 sugar mandarin trees. Entering the 2015 crop, Mr. Son's tangerine orchard produced a lot of fruit, with an estimated yield of over 40 tons. To replenish tangerine gardens, in July 2015, Mr. Son went to Tuan Hang Plant Protection Agent, owned by Mr. Nguyen Anh Tuan, residing in Quang Ha hamlet, Nam N'Dir commune (Krong No). Immediately, Mr. Son announced the incident to Mr. Tuan to check and find remedies. However, Mr. Tuan said that tangerine garden is ill, advised Mr. Son to buy pesticides to spray, combined with fertilizer under the root. Listening to Mr. Tuan, Mr. Son spent another 20 million dong to buy medicine and manure to save tangerine gardens, but still no results.
Mr. Son lamented: “The 2015 tangerine season has completely lost. More serious is that nearly half of tangerine gardens died or withered, unable to continue bearing fruit. ”
Through research, the micro-fertilizer brand “Bioplant Flora” was imported by Flora East Joint Stock Company from Russia and is only used for pepper. After importing, it is not known whether to supplement or adjust ingredients, content or not, but Flora East Joint Stock Company also appointed to use for other crops such as coffee, rice, corn, green vegetables, potatoes. After receiving feedback from Mr. Son and Mr. Trinh, the Department of Agriculture and Rural Development conducted a verification of the case. On May 23, 2016, Department of Agriculture and Rural Development issued Conclusion No. 605 / KL-SNN on Bioplant Flora fertilizer. This conclusion confirms: Bioplant Flora foliar fertilizer product of Flora East Joint Stock Company is sold at Tuan Hang Plant Protection Trading Agent as quality assurance according to current regulations. The phenomenon of fruit drop, yellowing leaves in the tangerine gardens of Mr. Son and Kieu Duy Trinh is caused by many causes such as trees exhausted after giving more fruits, not guaranteed care, lack of water, lack of nutrition and weather.
However, the conclusion mentioned the problem: The labels and packaging did not include the information and address of the manufacturing organization or individual; do not write safety warnings; failing to indicate the address of the importing unit … is a violation of Decree No. 89/2006 / ND-CP of August 30, 2006 of the Government stipulating goods labels.
Department of Agriculture and Rural Development presents 3 results of testing components of Bioplant Flora. The first result concludes that Bioplant Flora products do not contain N and P2O5 substances, while the content declared on the packaging is 0.015% and 0.002%, respectively. K2O substance exceeded 2,000 times higher than announced content, Cu exceeded 11,800 times, Mn exceeded 314 times, Zn and Mg exceeded 117 times …
After the first test result, Flora East Joint Stock Company sent a written request for a second test and was approved by the Department of Agriculture and Rural Development. After that, the Company sent fertilizer samples from Hanoi to DARD to conduct testing and gave results very different from the initial conclusions. Substances N and P2O5 from where they were not present in the previous test have increased dramatically by exceeding the published content of 1,533.3 times and 21,500 times, respectively. As for substances like K2O, Mn, Zn, Mg with similar results as the first. Not stopping there, DARD continued the 3rd test, the results, N and P2O5 substances only exceeded the published level of 933.3 times and 14,350 times, respectively. The remaining substances also fluctuated compared to the previous 2 times, but not significantly.
Here, please note that all Bioplant Flora fertilizer samples tested by Flora East Joint Stock Company proactively provided, not randomly taken by the Department of Agriculture and Rural Development at the Tuan Hang dealer.

Talking to reporters of Dak Nong newspaper on the above issue, Mr. Ho Gam, Deputy Director of Department of Agriculture and Rural Development admitted that it is not appropriate to directly take samples for testing at Tuan Hang's agent. The reason is that at that time, Tuan Hang dealer no longer distributed Bioplant Flora, so it was forced to take samples from Flora East Joint Stock Company.
Mr. Gam further explained: “Although the content of the components of Bioplant Flora fertilizer is not in accordance with the declared level, but at a higher level, it is still considered to be … quality. Moreover, there is currently no regulation on handling fertilizer manufacturers to provide products with higher levels of ingredients than the announced, so the conclusion about the quality of Bioplant Flora fertilizer so in my opinion is reasonable !”.
Currently, the Department of Agriculture and Rural Development has not made any recommendations on the handling of Flora East Joint Stock Company, including the issue of violations of labeling regulations. As for Mr. Son and Mr. Trinh, they did not agree with many points in Conclusion No. 605, especially the conclusion that Bioplant Flora fertilizer ensures quality, while the content of these fertilizers. are thousands of times above published level. Therefore, Mr. Son and Mr. Trinh will continue to propose to be considered and addressed satisfactorily.
