Mr. Nguyen Son, residing in Bon Choi, Duc Xuyen commune (Krong No), said that in 2009, he and his younger brother, Mr. Kieu Duy Trinh, contributed capital to invest in planting 1,200 sugarcane trees. In 2014, the tangerine garden was harvested with an output of nearly 25 tons. With the market price at that time was 20,000 VND / 1 kg, the two brothers Son earned nearly 500 million VND.
Entering the 2015 crop, Mr. Son’s tangerine garden produces a lot of fruit, the output is estimated at over 40 tons. To supplement the tangerine garden, in July 2015, Mr. Son went to the pesticide dealer Tuan Hang, owned by Mr. Nguyen Anh Tuan, residing in Quang Ha village, Nam N’Dir commune (Krong No), to buy fertilizer. micro-fertilizer to spray for mandarin trees.
Tuan introduced a micronutrient called Bioplant Flora, imported from Russia by Flora East Joint Stock Company (address in Cau Giay district, Hanoi) with good quality, so Mr. Son bought 4 bottles (bottle type). 1 liter) about spraying for tangerines. However, just two days after spraying, Mr. Son discovered a series of mandarin trees with yellow leaves, wilted buds, dry branches and fruit drop.
Doubting the quality of Bioplant Flora fertilizer, Mr. Son immediately sprayed it on fenugreek, green beans and as a result, all withered and died. Immediately, Mr. Son reported the incident to Mr. Tuan to check and find remedial measures. However, Mr. Tuan said that the tangerine garden was sick, so he advised Mr. Son to buy pesticides to spray, combined with fertilizing at the root. Listening to Mr. Tuan, Mr. Son spent another 20 million VND to buy medicine and fertilizer to save the tangerine garden, but still no results.
Mr. Son said sadly: “The 2015 tangerine season has completely disappeared. More seriously, nearly half of the tangerine orchards died or died, unable to continue to bear fruit.”
Through research, the micro-fertilizer brand “Bioplant Flora” is imported by Flora East Joint Stock Company from the Russian Federation and is only indicated for pepper plants. After being imported, it is not known whether to add or adjust ingredients and content, but Flora East Joint Stock Company also assigns additional use for other crops such as coffee, rice, corn, green vegetables, potatoes. west… On the label and packaging of Bioplant Flora fertilizer, there is no information or address of the producing organization or individual; no safety warnings. This product has the name of the importer, but does not include the address of this unit.
Since the time the tangerine garden was damaged, Mr. Son and Mr. Trinh have sent documents to the authorities to report the incident and propose to clarify the quality of Bioplant Flora fertilizer products to handle according to regulations.

After receiving the feedback from Mr. Son and Mr. Trinh, the Department of Agriculture and Rural Development conducted verification of the case. On May 23, 2016, the Department of Agriculture and Rural Development issued Conclusion No. 605/KL-SNN on Bioplant Flora fertilizer. This conclusion affirms: Bioplant Flora foliar fertilizer product of Flora East Joint Stock Company sold at the pesticide dealer Tuan Hang is quality assured according to current regulations. The phenomenon of fruit loss and yellowing in the tangerine garden of Mr. Son and Kieu Duy Trinh is caused by many reasons such as the tree’s exhaustion after producing many fruits, inadequate care, lack of water, lack of nutrition and due to the weather…
However, the conclusion mentioned the following problem: On the label and packaging, there is no information or address of the producing organization or individual; no safety warning information; not stating the address of the importer… is a violation of the Government’s Decree No. 89/2006/ND-CP dated August 30, 2006 on goods labels.
The Department of Agriculture and Rural Development released 3 test results for the components of Bioplant Flora fertilizer. The first result concluded that the Bioplant Flora fertilizer product did not contain N and P2O5, while the declared content on the package was 0.015% and 0.002%, respectively. As for K2O, it is more than 2,000 times higher than the announced content, Cu is 11,800 times, Mn is 314 times, Zn and Mg are 117 times more…
After the first test results, Flora East Joint Stock Company sent a written request for permission to be tested for the second time and was approved by the Department of Agriculture and Rural Development. After that, the Company sent a stool sample from Hanoi to the Department of Agriculture and Rural Development for testing and gave very different results from the original conclusion. Substances N and P2O5 from where they were not in the previous test, now increased dramatically when they exceeded the announced concentrations by 1,533.3 times and 21,500 times, respectively. And substances like K2O, Mn, Zn, Mg have the same results as the first time. Not stopping there, the Department of Agriculture and Rural Development continued to test for the third time, as a result, N and P2O5 substances only exceeded the announced levels by 933.3 times and 14,350 times, respectively. The remaining substances also have fluctuations compared to the previous 2 times, but not significantly.
It should be noted here that all Bioplant Flora samples tested are provided by Flora East Joint Stock Company, not randomly taken by the Department of Agriculture and Rural Development at Tuan Hang agent.

Talking to a reporter from Dak Nong Newspaper about the above issue, Mr. Ho Gam, Deputy Director of the Department of Agriculture and Rural Development, admitted that it was not in accordance with regulations to directly take samples for testing at Tuan Hang’s agent. The reason was that at that time, agent Tuan Hang did not have Bioplant Flora fertilizer anymore, so he was forced to take samples provided by Flora East Joint Stock Company.
Mr. Gam further explained: “Although the content of components of Bioplant Flora fertilizer is not at the announced level, it is at a higher level, so it is still considered… of good quality. Moreover, currently, there is no regulation to deal with fertilizer manufacturers providing products with higher content of ingredients than announced, so the conclusion about the quality of Bioplant Flora fertilizer like that is in my opinion. reasonable !”.
Currently, the Department of Agriculture and Rural Development has not made any recommendations on the handling of Flora East Joint Stock Company, including the issue of violations of labeling regulations. As for Mr. Son and Mr. Trinh, they said that they did not agree with many points in the Conclusion No. 605, especially the conclusion that Bioplant Flora fertilizer ensures quality, while the content of its components. are thousands of times higher than announced. Therefore, Mr. Son and Mr. Trinh will continue to petition to be considered and resolved satisfactorily.
