In addition, there are drugs such as rat poison, growth regulator, insect attractant, snail insecticide, support agent (spreading agent) used in agriculture; Pesticides; medicine to preserve forest products; warehouse disinfectant; medicine used for golf courses; seed treatment medicine; postharvest agricultural preservatives.

The list of pesticides banned from use in Vietnam includes 31 active ingredients (23 active ingredients for pesticides and forest products preservation; 6 active ingredients for pesticides; 01 active ingredient for rat and 1 herbicide.

Around the promulgation and implementation of Circular No. 10/2020 / TT-BNNPTNT, Newspaper Vietnamese culture had an interview with Mr. Hoang Trung, Director of Plant Protection Department (MARD).

Over the past years, the Ministry of Agriculture and Rural Development has advocated gradually reducing the number of active ingredients and trade names in the List. So far, what changes has this issue had, sir?

Implementing the policy of the Ministry of Agriculture and Rural Development, over the past time, the Plant Protection Department (Plant Protection) has actively reviewed and gradually eliminated pesticides that are harmful to humans and the environment.

In particular, comply with the provisions of Circular 21/2015 / TT-BNNPTNT dated June 8, 2015 of the Ministry of Agriculture and Rural Development that each pesticide is only allowed to register 01 active ingredient content for each form of finished product, the amount of active ingredients and pesticide products on the List have been gradually reduced.

Recently, organizations and individuals engaged in production and trading of pesticides in Vietnam have strictly complied with regulations on selecting the most effective concentrations to continue to register and eliminate non-commercial and effective concentrations. low fruit and disease control.

Accordingly, up to now, 1,265 active ingredients content of 838 brand name pesticides have been removed from the List. Thereby, contributing to streamlining the list, creating more favorable conditions for users to choose pesticides.

In the coming time, the Department of Plant Protection will continue to review, consider and gradually eliminate active ingredients of highly toxic pesticides that may affect human health and the environment, as well as active ingredients. At present, the world has banned or banned it from being included in the list of pesticides banned from circulation in Vietnam.

For newly registered plant protection drugs in recent years, these are new generation pesticides with low toxicity and short quarantine times, registered to serve the increasingly high and diverse needs. on many subjects such as herbicides, insecticides, and pesticides … These are also commonly used plant protection drugs in other countries around the world.

The implementation of new plant protection active ingredient / product registration in Circular No. 10/2020 / TT-BNNPTNT has been coordinated by the Department of Plant Protection with international associations, enterprises, and organizations …, by the Private Council. reviewing, carefully and strictly evaluating pesticides according to current laws as well as international practices, especially with priority given to biological and environment-friendly active ingredients / pesticide products. , with high effectiveness but least toxic to the environment and human health, short isolation time …

During the review process, the Pesticides Advisory Council also proposed not to register 30 drugs with low control, low laboratory, unreliable testing, and quarantine time. not guaranteed. In the year 2019-2020, the Plant Protection Department, together with the council, also reviewed, carefully evaluated and eliminated …

Not only did the list be simplified, but also in the structure of Circular 10/2020 / TT-BNNPTNT, the proportion of active ingredients / biological protection products, drugs with low toxicity and safety has also increased. ; a sharp decrease in the number of chemical pesticides / active ingredients / products with high toxicity compared to the past.

The types of drugs that have progressively reduced active ingredient content and the toxicity of finished drugs have been changed by enterprises in terms of awareness, orientation and business strategy, in line with the orientation of safe and sustainable agricultural production. firm.

This is also the orientation to serve the strategy of building an organic agriculture. Because in order to have an organic agriculture, first of all, it is necessary to step up one step ahead on the foundation of organic fertilizers and biological pesticides.

Vegetables, tea, and fruit trees are crops with high risk of pesticide residues. So the new list issued under Circular No. 10/2020 / TT-BNNPTNT has any new points to gradually tighten management and limit risks to these crop groups?

Vegetables are short-term crops with continuous crops, so in addition to the review and gradual elimination of chemical pesticides, highly toxic pesticides, and a long quarantine period, we have encouraged businesses to research. research and experiment to gradually replace with biological pesticides, especially bio-antagonistic drugs to prevent pests and diseases, especially newly emerging pests and diseases.

Accordingly, the highlight in the list in the Circular No. 10/2020 / TT-BNNPTNT, there are many bioactive and less toxic active ingredients registered by businesses for use on vegetables, fruit trees and tea. . The trend of pesticide registration has also changed significantly in the direction of suitability for production, registration of scope of use on less rice and much increase for crops of economic value to meet demand. of production.

Vegetables, fruit trees and tea are not only foods and beverages serving the daily consumption needs of the people, but also a group of export commodities with great potential and great geography in our country. Therefore, the review and introduction of biological pesticides, less toxic, with a short quarantine period, and less risk of residues on products, will continue to be focused in the near future.

In addition, the Department of Plant Protection is working closely with localities, businesses, and cooperatives to promote the application of pest control measures on these crop groups with measures to replace pesticides such as use fruit bags, net – cover to prevent pests; using pheromones to repel and attract pests; intensify research and breeding to use natural enemies to prevent pests in vegetables, tea, fruit trees …

At the same time, it will study to have each group of pesticides for each pest and disease in each locality in order to increase efficiency and minimize the use of pesticides.

This is also one of the particularly important work in the implementation of supervision, inspection and granting codes for growing regions in order to build fruit and vegetable production and export regions of our country.

The overall, radical and long-term orientation of the current agricultural sector is to gradually reduce the use of pesticides, towards a safe, sustainable and efficient agriculture. What solutions will the plant protection industry implement on this issue in the coming time, sir?

Following the results of the previous phases, in the 2016-2020 period, the Ministry of Agriculture and Rural Development has continued to implement the Integrated Pest Management (IPM) program in many localities across the country and achieved results. results are important.

The plant protection industry will re-start, promote and spread production programs towards safe agriculture, limiting the use of pesticides in the coming time, especially the IPM program. Photo: Le Ben.

In order to continue implementing the IPM program more effectively, widely and substantially on a wide range of crops, the Ministry of Agriculture and Rural Development has now directed the Department of Plant Protection to synthesize and review the implementation of the program. IPM nationwide to continue to supplement and acquire resources to continue promoting this program in the coming years.

At present, the Ministry of Agriculture and Rural Development has also directed and allocated funds for the Department of Plant Protection to deploy training courses for trainers and resource staff of the IPM program for localities. On that basis, the provinces will actively implement the IPM program according to the instructions.

In addition, the Ministry of Agriculture and Rural Development has directed the Plant Protection Department and the Department of International Cooperation (MARD) to coordinate with the United Nations Food and Agriculture Organization (FAO) to develop a project dedicated to the program. IPM in our country. It is possible that in 2020, the project on the IPM program will be approved by FAO, thereby promptly adding resources for early implementation in the near future.

In addition, the Department of Plant Protection has also suggested localities in the coming time to attach other programs on sustainable agricultural production such as the Program of Improved Rice Intensification (SRI), solutions “3 reduce 3 increase” , “One must 5 reduction” with the IPM program … to achieve the common goal of a sustainable agriculture, minimizing the use of inputs such as pesticides, fertilizers, reducing seeds, saving water, reduce greenhouse gas emissions …, create high quality agricultural products that are safe for domestic consumption and export.

Thank you Sir!
