Accordingly, Vietnamese-origin goods imported into the European Union are eligible for preferential tariffs under EVFTA when they have one of the following certificates of origin:

  1. a) C / O is issued as prescribed in Article 4 and from Article 20 to Article 23 of this Circular.
  2. b) Self-certification of origin as prescribed in Article 25 of this Circular issued by the exporter whose shipment is not more than 6,000 EUR (six thousand euros).
  3. c) A document of self-certification of origin issued by a qualified exporter or exporter registered in a database in accordance with the regulations of the Ministry of Industry and Trade.
  4. d) Self-certification of origin of goods specified at Point c of this Clause shall comply with the regulations of the Ministry of Industry and Trade and apply after Vietnam notifies the European Union.

And as soon as EVFTA Agreement comes into effect and comes into effect, Vietnamese goods exported to the EU market will be granted C / O form EUR.1 according to the provisions of Circular No. 11/2020 / TT-BCT. and enjoy tariff preferences under the EVFTA Agreement. The issuance of C / O form EUR.1 for goods exported to EU under EVFTA shall be done by preferential C / O issuing agencies authorized by the Ministry of Industry and Trade.

This Circular takes effect from August 1, 2020.
