From January 1, 2019, Vietnamese enterprises exporting goods to the EU market will have to self-certify the origin of goods in order to enjoy the GSP C / O form A (Registered Exporter system). the REX system, referred to as REX), in which the EU gives Vietnam a 12-month transition period and an additional 6 months. Currently, the Vietnamese side extended this to June 2020.

After the deadline of June 30, 2020, EU, Norway, Switzerland and Turkey Customs do not accept C / O form A to enjoy preferential tariff under GSP.

The Universal Preferential Tariff (GSP) is a unilateral incentive mechanism for developing and least developed countries in trade relations with major economies. Over the years, the European Union (EU) has reserved this mechanism for Vietnam's exports, including seafood.

On October 30, 2018, the Ministry of Industry and Trade issued Circular No. 38/2018 / TT-BCT regulating the implementation of certificates of origin of goods under the European Union's universal preferential tariff (GSP). , Norway, Switzerland, and Turkey. This Circular takes effect from December 14, 2018.

Accordingly, from January 1, 2019, when exporting goods to the EU, Norway, Switzerland and Turkey, businesses need to register and implement REX certification instead of requesting a Certificate. origin of goods (C / O) form A. Export goods of enterprises without REX code will still be granted certificates of origin of goods form A in the transition period according to the provisions of the European Commission. For goods exported under GSP with the total value not exceeding EUR 6,000 (calculated at the factory price), the trader is certified origin for that shipment without having to register the REX code.

On November 6, 2018, the Ministry of Industry and Trade also signed Decision No. 4173 / QD-BCT authorizing the Vietnam Chamber of Commerce and Industry (VCCI) to receive and process applications for REX codes for enterprises.

According to VCCI, this agency is still continuing to receive and process dossiers to issue REX codes to enterprises. However, due to the large number of records, moreover the verification and verification of information from businesses takes time, so many businesses still have to wait to be processed.
