The idea of printing bar code symbols (MSMV) on the export product menu was resolved after the meeting of Deputy Prime Minister Vu Duc Dam with the ministries and branches on 20-5. But the reality is not so.
Many export orders of enterprises are entangled in customs because of regulations on bar codes and codes of the Ministry of Science and Technology. In the photo: container truck goes in and out of Cat Lai port, District 2, Ho Chi Minh City (photo taken on 9 June)
Even according to businesses (DN), the difficulty of the Ministry of Science and Technology (Science and Technology) in the use of article numbers and barcodes actually makes businesses more difficult.
We made it difficult for ourselves
Mr. Nguyen Tuan Duc – an import-export staff of a company in Ho Chi Minh City – said the company’s seafood shipments are to be left at the port after customs require confirmation from the General Department of Standards and Measurement. quality measurement of MSMV printing on the product.
Previously, after many days of email and phone exchanges with frozen shrimp importers in the US, customers sent the company a confirmation and authorization to print MSMV on product packaging for export as prescribed. specified.
It was thought that it was finished, unexpectedly when Mr. Duc completed customs procedures at Cat Lai port, the shipment was detained because customs officials required the confirmation of article numbers and barcodes from the Bureau of Standards, Metrology and Quality (Ministry of Science and Technology). CN).
“It is really surprising because the Fisheries Association said yesterday that the Government has instructed to solve difficulties for businesses, but now the process has not changed, even harder” – Mr. Duc pressing.
Because according to Mr. Duc, in order to get a “certificate”, the enterprise must bring all the order documents and the customer’s authorization letter to print article numbers and barcodes to the General Department of Standards, Metrology and Quality for inspection and certification. then return to customs clearance consignment.
“Every shipment must be done, it takes time, effort and money of businesses,” lamented Duc.
Thousands of enterprises exporting Vietnamese goods from fishery products, foodstuffs to leather shoes, etc. are having difficulties with the procedure to have a certificate of article numbering and barcoding on exported products. Goods are congested at the customs port and in the factory warehouse while the current export is very urgent, in order to create conditions for enterprises to recover after the Covid-19 pandemic.
Before that, to solve the difficulties surrounding article numbers and barcodes, Deputy Prime Minister Vu Duc Dam had a meeting with related ministries and branches on May 20 to find ways to resolve and remove them. And on May 25, the Ministry of Science and Technology sent a letter to the Ministry of Finance with the content to support exporters to overcome difficulties and challenges caused by the Covid-19 epidemic and remove difficulties and create favorable conditions. promote production and business.
Accordingly, in order to simplify the enterprise’s authorization to use foreign codes, foreign competent agencies or foreign code owners shall provide such forms as: power of attorney, letter of authorization, agreement co-processing, authorized email or other forms of authorization internationally recognized, signed and stamped by the exporting enterprise and the enterprise is responsible before the law for the documents provided.
If you stop there, the reality will reduce difficulties for businesses. But in the official letter of the Ministry of Science and Technology, the Ministry of Finance is requested to direct the General Department of Customs to notify the General Department of Standardization, Metrology and Quality (the Ministry of Science and Technology) of exporting enterprises without written confirmation. authorize or authorize the use of foreign codes to monitor and organize post-inspection.
Mr. Nguyen Hoai Nam – Vice President of Vietnam Association of Seafood Exporters and Producers (VASEP) – said that if the company only stopped at the level of self-providing documents for customs clearance for customs clearance of export shipments, That is a difficult solution.
But with the customs request to notify cases where enterprises do not have an authorization, it also means that the customs must check this document on all shipments.
Moreover, the customs office, despite checking these documents, still requires the certification of the General Department of Standards, Metrology and Quality to clear customs. So in essence the process is still the same again, even more disassembly is even more difficult for businesses.

Go against the direction of the deputy prime minister
Ms. Phan Thi Thanh Xuan – Vice President of Vietnam Leather and Footwear Association (Lefaso) – said: “It is very surprising to receive the reply from the General Department of Standards, Metrology and Quality on foreign bar code registration. for exports. Because it is against the spirit of working with Deputy Prime Minister Vu Duc Dam when presiding over the issue.
Even, the letter also shows the conservative, not listening to the opinions of many associations reflecting inadequacies, not feasible, unnecessary if continue to apply the above provisions.
According to Xuan, the official dispatch of the Directorate for Standards and Quality still failed to convince the business community about factors related to the supervision of quality control of exported goods and prevention of counterfeit goods. , or improve the quality of the company’s product reputation when exporting goods to foreign countries.
“If the above provisions continue to be maintained until the end of December 2020 as written reply of the General Department of Standardization, Metrology and Quality, only the footwear and leather industry, the registration for MSMV certificates upon export terrible congestion when each enterprise has hundreds of different product codes.
While the fact also shows very clearly, the article numbering and barcoding does not mean anything for Vietnamese exporters. And the partner who buys them does not need me to do their part in their own country, ”said Xuan pressing.
Lefaso’s representative also said that the recommendations of many industry associations were initially very attentive to the Ministry of Science and Technology when meeting with Deputy Prime Minister Vu Duc Dam to address this issue. The ministry even promised to revise and abolish the aforementioned regulations.
“This makes us very happy. But now we are so disappointed when the text of the answer is no different from the empty drum and the trumpet. The procedures that make it difficult for enterprises remain intact, ”said Ms. Xuan.
Especially, with the “commitment” of the General Department of Standardization, Metrology and Quality “solving administrative procedures in a working day”, or “reducing the certification certification fee by 50%”, Mrs. Xuan was also concerned about the feasibility of the “promised” resolution by the General Department of Standardization, Measurement and Quality is also difficult to implement for enterprises.
