Referring to the countryside is often thinking about the peaceful village landscape, how is the idea of ​​building a project to bring digitization back into the countryside, sir?

Trends in the world as well as Vietnam are currently entering the 4.0 revolution based on the foundation of digital transformation, digital economy, internet of things, big data, artificial intelligence or other applications. In such a trend, digital transformation and smart agriculture are an inevitable trend.

Specifically, for the national target program on new rural construction, after 10 years of implementation, we have achieved many results, according to the Prime Minister said it is large, comprehensive and historic.

As a result, up to now we have 5,350 communes (accounting for over 60% of the total discharge of the country), 152 district-level units (reaching 22.7%) meeting the new rural standards. Those numerical figures have exceeded the Government set targets, in addition to that, people’s lives and rural infrastructure have also changed.

In addition to the results achieved, challenges remain. The largest is the new rural results gap between regions, disadvantaged areas, and communes that have not yet met the standards compared to the standard communes. Some issues are not really sustainable, including investment infrastructure, but lack of maintenance and maintenance, environmental problems, especially solid waste, wastewater and waste treatment.

In the 2021-2025 period, the agriculture sector in general as well as the new rural construction program face great challenges. The first is the issue of climate change, according to experts, Vietnam is one of the 5 countries most affected by climate change. The second is the challenge due to the problem of diseases from plants and animals to the Covid-19 epidemic.

The disease has changed the whole production chain, causing many of our production chains to break, and between producers and consumers to completely change our habits as non-contact transactions become more and more everyday. higher.

Third is the problem of challenging global competition, in the process of integration, including agricultural products, we cannot purely compete in the domestic market, in the province but also compete with corporations and enterprises. foreign.

With these shortcomings, the Party and Government have determined that the period 2021 – 2025 must bring a new rural area to both comprehensive development but to be deeply sustainable and adapt to the new context. Turning challenges into opportunities and the 4.0 revolution, the digital transformation revolution is a challenge and an opportunity to promote rural and agricultural sustainable development.

So, what foundation will the idea of ​​transforming the number of rural areas in the new rural construction process focus on, sir?

For digital technology there are no borders, no geographic barriers or a way to return to reality, all in one market, the flat world. Therefore, if we can promote development, we can reduce the gap between urban and rural areas.

So what is the meaning of number conversion? It is oriented towards a smart rural area, on the basis of assessing the current situation and essential development trends. We found that if we do not have the initiative and adaptation, the countryside will be left behind.

For example, in the construction of a new countryside, we have many applications of information technology, as simple as many localities install security camera systems such as Can Tho, Dong Thap … instead of the militia team. management, so the level of law violation is greatly reduced. Or automatic sensor irrigation system has been applied a lot. Many localities have also piloted information technology in the management, monitoring and operation of new rural areas, or most recently, the OCOP program with one product per commune.

However, digital transformation applications in some localities are still spontaneous, mainly individuals, each locality, proposed and used by each subject, but there is no comprehensive, comprehensive, long-term view what to do first, take a step, a methodical route. On that basis, the Government now assigns the Ministry of Agriculture and Rural Development and other ministries to develop the report on investment policy for the period 2021- 2025.

The Ministry of Agriculture and Rural Development sees that the trend of digital transformation is indispensable, so instead of passively letting localities implement it spontaneously, we need to approach a comprehensive, proactive approach to Appropriate steps and roadmaps contribute to a more sustainable rural promotion.

Up to now, the Ministry of Information and Communications has officially sent a document to the Ministry of Agriculture and Rural Development to bring the content of digital technology in new rural areas into a focus. In the coming time, digital transformation infrastructure will be the essential infrastructure, not merely increasing the coverage of 3G and 4G, but we focus on it, how to invest in the investment mechanism, and how to socialize. .

When we talk about the desire to develop digital transformation, we keep the 5 elements of infrastructure to a minimum, including broadband connection infrastructure with fiber optic cable covering the countryside, followed by connecting infrastructure. 4G, then 5G. How can each citizen have access to internet connection through basic connection systems at reasonable costs?

The second infrastructure is about equipment, such as state management agencies must have computers, entities must have smart devices to help people and the government to access the network.

Third is the most important thing, the core of digital transformation is the data infrastructure. In fact, digital transformation can only be developed if standard, accurate and diverse databases are collected. This data system can only be enjoyed when we standardize it and we connect it between ministries and branches as well as sharing such data on land, people, health … platform to develop many types of services: health care, agriculture, contributing to the development of a more complete service delivery system.

If there is a good data system in agriculture about each growing area, assigning area codes, family codes, bar codes, digitizing each product to control, capturing information on production capacity of For each group, we will assess the basic foreseeable impact on the environment, even analyze the needs of each time for fertilizers, diseases … to supply, compensate, regulate. timely production.

In particular, there is another infrastructure when we have enough rural digital database that is infrastructure for application software, when there are connections, equipment and data, thousands of businesses will invest. about software on the data platform, from software for buying and selling online, selling pesticides, selling services, software for agricultural and rural surveying, industry …

“On the basis of the present, we get that idea and the Ministry of Information and Communication will have a project to invest, calculate each step and target for each stage.
