The conference was organized by the Central Economic Committee in collaboration with the Ministry of Agriculture and Rural Development.

Accordingly, hundreds of thousands of people living and doing agricultural production on forest land are not recognized with legal status, household registration, and are not entitled to State policies, difficult incomes, affecting security and order in the Central Highlands.

The area of ​​agricultural land on forest land has been formed from the following reasons: agricultural land has been produced by people for a long time in the past in forestry farms; companies and management boards are contracted to protect forests but let people use them after the purpose of conversion to agricultural land; illegal encroachment to occupy agricultural land; People occupy forest land during free migration.

At the conference, experts also noted the remarkable data: 13% of the forest area was lost in the 3 years from 2014-2017, the entire area was illegally used to grow industrial crops. From 2010-2019 more than 350,000 hectares of forests were lost.

Standing Deputy Chairman of Central Economic Committee Cao Duc Phat stated solutions to prevent deforestation caused by people to produce agricultural land, including the formulation of land use plan till 2030 in the West. Nguyen ensures that forest land is used for the right purpose.
