The Prime Minister has just issued Directive No. 25 / CT-TTg on a number of tasks and solutions for developing agro-forestry-aquatic product processing industry and mechanizing agricultural production.

The directive stated that, although in recent years, agricultural mechanization and agricultural product processing industry have achieved remarkable achievements, the development has not commensurate with the inherent potential of the agricultural sector. and strengths of many localities.

Therefore, it is necessary to overcome these shortcomings and ensure the successful implementation of the goal to strive to 2030, Vietnam's agriculture ranks among the 15 most developed countries in the world, of which, agricultural processing industry ranks among The top 10 countries in the world and a deep and logistic processing center of global agricultural trade, the Prime Minister's directive stated.

The Prime Minister requests ministers, heads of ministerial-level agencies, heads of government-attached agencies, and presidents of People's Committees of provinces and centrally run cities to base themselves on their assigned functions and tasks to focus on directing, carrying out orientations on promoting the development of agro-processing industry and agricultural mechanization.

Processing agricultural products for export

Specifically, promoting agricultural restructuring in the direction of organizing large commodity production in association with processing and consumption markets; promote the development of large fields with synchronized mechanization in the stages of the value chain of agricultural products.

To invest in the development of the industry of manufacturing machinery and auxiliary equipment for the agricultural sector towards intensive orientation; establishing and developing a synchronous logistics system to increase the value and competitiveness of agricultural products; enhance the application, transfer of science and technology into processing, preserving agricultural products and mechanizing agriculture.

Training in-depth technical and managerial human resources for the development of mechanization and agro-processing industry; review, improve and ensure resources to implement mechanisms, policies on land, credit, taxes, agricultural insurance and administrative procedures to attract more strongly investment of the economic sector. private.

At the same time, continue to deepen international economic integration, diversify agricultural export markets and well exploit domestic agricultural product consumption markets.

The Prime Minister asked the Ministry of Agriculture and Rural Development to review previously promulgated plannings related to agricultural mechanization and agro-processing to integrate into national sector planning. , Regional planning, provincial planning; coordinate with ministries, branches and localities in formulating and submitting for approval national national plannings in the 2021-2030 period as assigned according to the provisions of the Planning Law, including integration of development content. synchronous mechanization in agriculture and agricultural product processing.

Urgently develop projects to develop 3 agricultural processing industries to strive to stand among the top 5 countries in the world in vegetables, fruits and vegetables; Sea food; timber and wood products, submitted to the Prime Minister in the fourth quarter of 2020.

The Ministry of Industry and Trade shall assume the prime responsibility for, and coordinate with the Ministry of Agriculture and Rural Development in, implementing synchronous solutions to make good use of opportunities from signed free trade agreements, especially EVPTA and CPTPP. processed agricultural products.

The Ministry of Science and Technology shall concentrate and prioritize investment in the application of science and technology in production, processing and preservation of agricultural products; effectively implement national science and technology programs to support businesses, farmers and cooperatives to upgrade agricultural product processing and preservation technology; Of which, priority is given to the national key agricultural product.

The Ministry of Planning and Investment balances and allocates investment capital for the development of the project on developing 3 industries of processing vegetables, fruits, aquatic products, timber and wood products after being approved by competent authorities spending tasks of the central budget in accordance with the Law on Public Investment and in accordance with the medium and annual public investment plan.

The People's Committees of provinces and cities directly under the Central Government urgently implement the tasks assigned by the Government and the Prime Minister in documents related to the activities of processing industry, preserving agricultural products and mechanization. agricultural production.

In addition, to build key programs and schemes to develop synchronous mechanization in agriculture and to promote processing industry in accordance with the characteristics and strengths of each locality; giving priority to developing key products and local specialties.
