Information from the Ministry of Industry and Trade said that at present, the Ministry of Agriculture and Rural Development (MARD) has signed a bilateral agreement on technology and animal quarantine with 19 countries. Accordingly, businesses from 19 countries with the permission of the Ministry of Agriculture and Rural Development can export pork and pork products to Vietnam.
In accordance with WTO commitments and in bilateral and multilateral free trade agreements, Vietnam must reduce import tariffs according to the roadmap, eliminate quantitative restrictions and import permits for agricultural goods, including Pork, only managed import by technical measures such as animal quarantine, food safety.
This is the measure most WTO members use to manage imports and protect domestic production in accordance with international commitments.
Currently pork imported from countries into Vietnam is subject to most favored nation (MFN) with 10% frozen meat, 25% fresh and chilled meat. For countries that have free trade agreements with Vietnam, such as Australia, New Zealand, Japan, Russia, Mexico … the import tax is about 3% – 21%.
According to Decree No. 69/2018 / ND-CP dated May 15, 2018 of the Government, pork products are not on the list of imports under the license of the Ministry of Industry and Trade but comply with the Circular No. 25 / 2010 / TT-BNNPTNT and Circular No. 25/2016 / TT-BNNPTNT of MARD.
Data from the Department of Animal Health (MARD) shows that as of the end of February, Vietnam has imported 65,865 tons of meat of all kinds, of which pork and pork products of all kinds reached 13,816 tons, accounting for 21% of the total meat volume. import, up 150% over the same period in 2019.
