Sending warm congratulations to the 8th National Congress of Vietnam Farmers’ Association, Minister of Agriculture and Rural Development Le Minh Hoan hopes that the Vietnam Farmers’ Association and the Ministry of Agriculture and Rural Development will continue to promote cooperate to create a new image of farmers.
The 8th National Congress of the Vietnam Farmers’ Association for the term 2023 – 2028 was officially opened on the morning of December 25 in Hanoi with many goals and expectations. As someone who has spent a lot of time with farmers and is interested in farmers’ lives, how does the Minister see the change in farmers’ production thinking today?
– First of all, I would like to congratulate the 8th National Congress of the Vietnam Farmers’ Association, term 2023 – 2028, held in the context of agriculture, farmers and rural areas of our country having achieved many successes. Very important achievements, quite comprehensive, creating many outstanding impressions.
Through actual production, I see that farmers’ economic thinking and market thinking are increasingly activated. In the past, the agricultural production industry mainly ran on output, the greater the output, the higher the growth, but sometimes that was not the case. There have been many readings about the story of “good harvest, loss of value”. Therefore, if farmers produce better and better quality, the price will be better, leading to higher profits.
With this result, I think the accompanying role of the Vietnam Farmers’ Union along with the Ministry of Agriculture and Rural Development and all levels of industry is very important in motivating farmers not only to make efforts but also to innovate methods. Production is linked to market demand.
Without the market, production inputs cannot be activated, but the market is like an invisible hand, no one can control it but must rely on it. Meanwhile, the market is increasingly harsh, functional sectors and businesses must not only open the market but must understand each market to mobilize people to produce according to appropriate standards. There are agricultural products that we sell to China but not to Europe. There are some types of agricultural products that we sell in the US but not in the EU. The market is not only a place to buy and sell but is also affected by consumer culture.
Many people have also wondered, green-skinned grapefruits sold to America cost tens of thousands per kilogram, while in the market and at stalls there are only a few thousand, but we must understand that the two grapefruits themselves are different, grapefruits go to America. different from grapefruit sold on the street.
The success in exporting agricultural products, in addition to the efforts of farmers, the agricultural sector and functional sectors in opening up and accessing the most demanding markets, requiring the highest quality, also comes with the companionship of Farmers’ Union levels and grassroots Farmers’ Association officials always accompany farmers in production so that today, many Vietnamese agricultural products have conquered markets that are still labeled “difficult” .
The fact that more and more Vietnamese agricultural products are conquering markets, opening new doors also helps the country’s position and image to be enhanced, and customers’ trust in Vietnamese agricultural products also improves. The Party and State’s policy is to view agricultural products as a national image, conveying the message that Vietnam is a country with transparent, responsible and sustainable agricultural production.
And the Vietnam Farmers’ Association, the Ministry of Agriculture and Rural Development all share the same goals and responsibilities to accompany and support farmers to continue to innovate their production thinking.
Another achievement of the agricultural sector in the past year is that we have structured the industry, connecting farmers with businesses. Previously, people traded in the style of buying and selling, now businesses look to farmers, represented by cooperatives as companions, businesses invest in cooperatives to build raw material areas large enough to place orders. lengthen.
I know that in recent years, the Vietnam Farmers’ Association has also been very active in advocating, propagating, and supporting farmers to establish professional associations and cooperatives. 10,561 effective collective economic models (of which 2,127 cooperatives, 8,434 cooperative groups) established with support, advice and guidance from the Farmers’ Association are positive factors in linking farmers. .
The policy of the Ministry of Agriculture and Rural Development is to reorganize production, restructure the industry, and promote linkages between farmers and businesses to prevent breakdowns and disruptions in the supply chain. I think that the specialized units of the Ministry, localities, and the Vietnam Farmers’ Association will be a bridge to help farmers get closer to businesses, promote links with each other, and work together with businesses to get away from risk. Farmers – businesses are two ends of the chain, farmers are in charge of inputs, businesses are in charge of output, if they don’t meet each other it will not be sustainable.
The Ministry of Agriculture and Rural Development and the Central Vietnam Farmers’ Union signed a program in coordination with 5 major programs with the goal of creating the image of a new generation of farmers. Please let the Minister know, in the coming time, what solutions will the two sides prioritize in the cooperation program?
– I have discussed many times with comrade Luong Quoc Doan, Member of the Party Central Committee, Chairman of the Central Vietnam Farmers’ Union about coordination between the two units to improve the capacity of farmers.
Resolution 19-NQ/TW on agriculture, farmers and rural areas to 2030, vision to 2045 of the Fifth Conference of the 13th Party Central Committee stated one of the important tasks and solutions. It is important to improve the capacity of farmers. Farmers are the subjects and the center of the process of agricultural development, rural economy and new rural construction. Associate the building of the peasantry with agricultural development and the process of industrialization and rural urbanization. The highest goal in agricultural and rural development is to comprehensively improve the material and spiritual life of farmers and rural residents.
Most recently, on December 20, the Politburo issued Resolution 46-NQ/TW on innovating and improving the quality of activities of the Vietnam Farmers’ Association to meet the requirements of revolutionary tasks in the new period. , which clearly states, the Provincial Party Committees, City Party Committees, Party Committees, Party Committees, Party Unions, and Party Committees directly under the Central Government organize research, study, and grasp the Resolution; Develop specific programs and plans close to local realities, units and organizations for effective implementation.
This is the basis for the Party Committee of the Ministry of Agriculture and Rural Development to develop programs and plans to cooperate and coordinate with the Vietnam Farmers’ Association more in the process of intellectualizing farmers, helping farmers. access new production techniques; Improve the capacity of branch leaders, cooperative groups and cooperatives according to agricultural economic thinking and market thinking.
The Vietnam Farmers’ Association has the advantage of having a “centipede” system right down to the grassroots, and the staff of the farmer’s association are the ones who understand the thoughts and aspirations of farmers the most, which will help transmit knowledge, more efficient production techniques because if agriculture wants to change, farmers must change.
I think that the Ministry of Agriculture and Rural Development and the Vietnam Farmers’ Association should work together to promote farmers to integrate multi-value in the rural economy, making agriculture not only sell products but also serve tourism and create tourism. produce OCOP products. Currently, the Ministry of Agriculture and Rural Development is implementing a project on 1 million hectares of high-quality rice to reduce emissions associated with green growth. Everything from the rice plant, from straw, rice husks, and rice grains, creates added value.
I am very impressed with the rice – worm – fiddler model that farmers in Tu Ky (Hai Duong), Hai Phong are implementing, as well as the shrimp – rice model in the Mekong Delta, the value from selling worms is high. Many times more people grow rice, but without rice, there cannot be worms. It can be seen that a piece of field creates many layers of value.
The task of functional branches and organizations, including the Ministry of Agriculture and Rural Development and the Vietnam Farmers’ Association, is to activate farmers’ green production thinking, because consumers tend to buy ways that farmers create. produce products, buy products but also take into account factors affecting the environment, public health, and climate change.
There is a very good saying like this: “All change is difficult, but not changing is even more difficult” and “We consider the cost of not paying but rarely consider the price of not changing.” willing to change”, therefore, both the Ministry of Agriculture and Rural Development and the Vietnam Farmers’ Union must join hands to create change from the fields themselves.
Thank you very much, Minister!
