On the morning of July 21, at the National Conference on Research, Study, and Mastery of the Resolution of the 5th Plenum of the 13th Central Committee, Politburo member and Head of the Central Economic Commission Tran Tuan Anh presented a topic on introducing the Resolution. Resolution No. 19-NQ/TW dated June 16, 2022 of the 13th Party Central Committee on agriculture, farmers and rural areas to 2030, with a vision to 2045. The resolution consists of 5 parts: Situation; Opinion; Goals, vision; Tasks and solutions; and Implementation Organization.
Resolution 19 has set out five development perspectives in the direction of ecological agriculture, modern rural areas, and civilized farmers and emphasized the overall goal of: Farmers and rural residents have qualified, material living standards. increasing quality and spirit, mastering the process of agricultural and rural development.
Agriculture develops quickly, sustainably and efficiently, firmly ensuring national food security, increasing the scale of agricultural production, ensuring the ecological environment and adapting to climate change.
The countryside is comprehensively developed, with a synchronous and modern socio-economic infrastructure, a reasonable economic structure and production organization, a safe, healthy living environment, rich in cultural identity. nationalization; political security, social order and safety are maintained; Party organization and political system at the grassroots are clean and strong.
Mr. Tran Tuan Anh said that Resolution 19 sets out 9 key groups of tasks and solutions. First, he mentioned the first group of tasks and solutions to improve the role, position, and mastery capacity, and comprehensively improve the material and spiritual life of farmers and rural residents.
According to the head of the Central Economic Commission, this is a new point of the Resolution, emphasizing the role of farmers and is the most important group of solutions that are decisive to the success of the implementation of the Resolution. .
The second group of tasks and solutions is on developing an efficient and sustainable agriculture in the direction of ecology, applying advanced science and technology, improving quality and adding added value.
The third group of tasks and solutions, strongly developing industry and services, transforming the economic structure, creating on-the-spot jobs for rural workers.
The fourth group, on rural construction in the direction of modernity associated with urbanization, the Resolution sets out tasks and solutions to build a new countryside with higher requirements: Building a new rural area for comprehensive development, sustainability associated with urbanization, ensuring the substance, going into depth and efficiency, for the benefit of the people.
Support the establishment of technology incubators and start-up centers
Referring to the fifth group of tasks and solutions, on improving institutions and policies on agriculture, farmers and rural areas, Mr. Tran Tuan Anh said: The resolution sets out key solutions and solutions for perfecting policies and laws on agriculture, farmers and rural areas; develop financial markets, microcredit, new financial products and services.

Amend and supplement policies and laws on land to ensure the sustainable and efficient management and use of agricultural land, and promote the accumulation, concentration, and flexible and efficient use of rice land. To comprehensively renovate the organizational form and content of vocational training for rural workers, improve vocational qualifications and skills, especially young workers, to meet market demand.
The seventh group, on resource management, rural environmental protection, improving adaptability to climate change, natural disaster prevention and control.

The eighth group, on proactive integration, international cooperation, market expansion, attracting resources and promoting science and technology transfer. This is a group of new tasks and solutions added to Resolution 26, which sets out great requirements for market development; mobilization and use of capital, science and technology and international cooperation.
The ninth group, on strengthening the leadership of the Party, improving the effectiveness and efficiency of the State’s management, promoting the role of the Vietnam Fatherland Front, the Farmers’ Union and socio-political organizations , social – occupation in rural areas. The resolution sets out requirements for party committees, authorities, and socio-political organizations.
