On the afternoon of March 9, the Ministry of Agriculture and Rural Development held a meeting to discuss the change from small-scale export to official export in the Chinese market.

Speaking at the meeting, Minister of Agriculture and Rural Development Le Minh Hoan emphasized that the shift from unofficial export to official export is a “revolution”, which requires perseverance, willingness and willingness. ready for the whole production and trade system. Therefore, there must be a roadmap to reorganize production, markets, categories and industry associations.

If the production is not organized, it will not be possible to standardize the raw material area, not to trace the product origin… and there will be no products to put into official export.

According to Minister Le Minh Hoan, the transformation of this form of export poses many problems between desire and reality. Because, in the past time, the industry still produces for small-scale export, not for official export.

Therefore, the problem is that it is necessary to standardize from the beginning of supply, the conditions of enterprises when accessing in raw materials areas, not only changing the way of trade at the border gate, but it is important to be systematic from the beginning of supply to the beginning. demand, from the organization of production to the organization of the market.

Director of the Department of Agricultural Product Processing and Market Development Nguyen Quoc Toan said that the challenge for the current form of unofficial export to China is that the market closely monitors items that are not allowed to be officially exported. . Recently, some items such as durian, passion fruit … still exported through the trails and openings by the method of exchanging border residents, but now they cannot be imported into China.

China continues to strictly manage traceability, strengthen and tighten border import and export management for agricultural products and fruits of Vietnam. In particular, some agricultural products of Vietnam such as pomelo, coconut, passion fruit, whip, durian, cassava chips, black jelly… are difficult to export in the form of border trade at sub-border gates previously allowed by China. import permit.

According to Mr. Nguyen Quoc Toan, China’s policy of managing border trade activities changes flexibly from time to time with the aim of limiting and maintaining the amount of goods imported from Vietnam in the most beneficial direction. For example, China designates or permits imports, suspends imports or clears only one type of goods at a border gate, etc., making Vietnamese businesses often passive.

In particular, China continues to implement the “Zero COVID” policy, tightens control and prevention of COVID-19 on agricultural product packaging, etc., causing local congestion at the border gate area with China. Mr. Vo Quan Huy, Director of Huy Long An Limited Liability Company, said that China had made early preparations to switch imports from unofficial to official quota. This market is also increasingly standardizing import goods. However, Vietnamese businesses do not seem to be ready.

Although Vietnam has many products that are in high demand by the Chinese market, to be able to export requires enterprises to perfect their business methods and meet import conditions.

For example, passion fruit, according to Mr. Dinh Cao Khue, Chairman of the Board of Directors of Dong Giao Food Joint Stock Company (DOVECO), in 2020. small quota export This result accounts for 75% but in 2021 it will only be 25%. Thanks to increased processing, the price of passion fruit has increased to 20,000 VND/kg compared to only 7,000-10,000 VND/kg before. Along with that, processed products are also well consumed through official channels.

For dragon fruit, too much is exported fresh, while processing is too little. The area planted to dragon fruit is also increasing rapidly and it is necessary to convert part of the area to other crops. Many products such as bananas, mangoes, pineapples, passion fruit, etc. can be exported, but must follow the correct process. If it is difficult to export fresh, they should be processed.

“Need to switch to the official channel as soon as possible, all issues in trade will be transparent. To export officially, you must first come from yourself and do it right. Some Chinese enterprises only like to go official with big enterprises,” pointed out Mr. Dinh Cao Khue.

Mr. Dinh Cao Khue also proposed the Ministry of Agriculture and Rural Development to coordinate with the Ministry of Home Affairs to strengthen industry associations so that the associations can really operate effectively. According to the Ministry of Agriculture and Rural Development, the total import-export turnover of agricultural, forestry and fishery products between Vietnam and China in 2021 will reach 12.6 billion USD, an increase of 18.39% compared to 2020.

In the first two months of 2022, the turnover reached more than 1.83 billion USD, down 1.7% over the same period in 2021. Among them, exports reached 1.3 billion USD, down 7.4% over the same period. period 2021; imports reached 515 million USD, up 16.6% over the same period in 2021.
