Striving to have more than 3,000 agricultural cooperatives applying high technology, applying good agricultural practices (GAP), green economy

According to the Resolution, the goal by 2025 is to improve the quality and operational efficiency of agricultural cooperatives (agricultural cooperatives) in the direction of sustainable development; application of science – technology, innovation and digital transformation; prioritize the development of agricultural cooperatives in association with the development of green economy, circular economy, knowledge economy; expand the scale, attract farmers, producers and agribusinesses to participate, making agricultural cooperatives an important socio-economic model in rural areas; contribute to improving productivity, quality and added value; increase income for farmers; environmental protection, adaptation to climate change; creating conditions and driving force for investment attraction, accelerating the restructuring of the agricultural sector and building new rural areas.

Strive to build at least 300 typical models of agricultural cooperatives that operate effectively

The resolution clearly states, striving to 2025, the number of agricultural cooperatives operating at a good or fair level accounts for 60% or more of the total number of agricultural cooperatives in the country.

Build at least 300 typical agricultural cooperative models that operate effectively, with many members participating; average revenue per agricultural cooperative is at least 5 billion VND/year; suitable to the conditions and requirements of production and business in each locality and industry.

Expand the number of members, business scale, through forms of association and cooperation between cooperatives; mobilize 40-45% of the total number of agricultural, forestry and fishery households to join agricultural cooperatives.

Promote the application of information technology, digital transformation, strive to have more than 3,000 agricultural cooperatives apply high technology, apply good agricultural practices (GAP), green economy, circular economy, knowledge economy.

About 30% of agricultural cooperative managers (Board of Directors, members of the Board of Directors, Board of Supervisors) are trained as directors of agricultural cooperatives according to the training program of the Ministry of Agriculture and Rural Development and other training institutions; give priority to the training of young and female cadres involved in the management and administration of agricultural cooperatives.

9 groups of tasks and solutions

In order to achieve the set objectives, the Resolution also specifies 9 groups of tasks and implementation solutions, including:

1. Building a model of agricultural cooperatives for sustainable development, effective operation, suitable to the characteristics of each field, commodity and region, region, and locality.

Each province and centrally run city focuses investment resources, building at least 05 models of agricultural cooperatives for sustainable and effective development, suitable to regions, regions and localities. Priority is given to support the development of a new model of agricultural cooperatives with effective operation, associated with key product production areas.

2. Review, grasp, remove difficulties and obstacles, promptly propose, amend and supplement mechanisms and policies, create favorable conditions for the development of agricultural cooperatives

Effectively implement preferential policies on land for agricultural cooperatives; create favorable conditions for agricultural cooperatives to lease land in a stable and long-term manner, serving production, business and service activities.

3. Creating a favorable and equal business environment for sustainable development of agricultural cooperatives

Integrate the content of supporting agricultural cooperatives into socio-economic development programs, schemes and projects in the locality; building a typical agricultural cooperative model; allocate resources to support the development of agricultural cooperatives.

4. Training, coaching, fostering awareness raising, management capacity for managers and members of agricultural cooperatives

Improving the quality of training, training and fostering qualifications and skills in agricultural cooperatives management through training programs, agricultural vocational training for rural workers; foster knowledge of safe agricultural production and green economy.

5. Promote investment attraction, support the development of agricultural cooperatives

Ministries, sectors and localities create conditions and support state budget sources and attract other legal financial sources to support the development of agricultural cooperatives.

6. Strengthen inspection, supervision and support for the development of agricultural cooperatives

Improve the quality of public services to support the development of agricultural cooperatives in terms of: granting codes of growing areas, farming areas, product traceability, application of science and technology, trade promotion, product branding, agricultural insurance, climate change adaptation and other public services as prescribed by law.

7. Enhancing the role of Party committees, authorities, Vietnam Cooperative Union and socio-political organizations

8. Organize communication and raise awareness for the Party committees, local authorities, mass organizations and people about the nature, position, role, importance, viewpoints, goals, orientations, tasks and solutions for the development of agricultural cooperatives in agricultural restructuring and new rural construction.

9. Strengthen international cooperation, share experiences in building and developing agricultural cooperatives with countries in the region and the world. Mobilize international organizations to sponsor agricultural cooperatives and members to participate in programs, schemes and projects of safe agricultural production, development of green economy, circular economy, reduction of greenhouse gas emissions, environmental protection, processing of agricultural by-products, adaptation to climate change, poverty alleviation.
