More than 300 excellent farmers, representing about 14 million farming households nationwide participated in the dialogue with the topic: “Together with efforts, overcoming challenges, maintaining growth in value of Vietnamese agricultural products to help agriculture. prosperous, wealthy farmers, civilized and modern countryside ”.

Pandemic but still winning season

At the beginning of the dialogue, Prime Minister Nguyen Xuan Phuc expected 350 farmers present at the conference to ask questions closely to actual requirements, in accordance with production characteristics in the Central region and the Central Highlands. The Government and ministries want to listen to their aspirations and proposals to the Government from production planning to product consumption, what difficulties people raise.

According to the Prime Minister, the Covid-19 translation happened, causing the world economy to grow negatively, but Vietnam still could grow, including the important support of agriculture and rural areas.

This year, because of Covid – 19, many workers lost their jobs, especially in urban areas. However, workers in the agricultural and rural areas of Vietnam are almost not unemployed.

Fortunately, the export turnover of agricultural products of Vietnam still reached 42 billion USD, is one of the leading countries in Asia in terms of exports. In particular, this year a pandemic, but basically we still have a good season from rice, seafood, fruit … It can be said that agriculture wins comprehensively. Number of hungry households decreased 70% over the same period.

Regarding a new countryside, Prime Minister Nguyen Xuan Phuc said that we have reached the target of more than 50% of communes meeting the new rural standard. Besides, we are forming a new farmer class, the Government is very proud of this. Never before has the agricultural and rural areas from the plain to the mountainous region grow so well.

But the Prime Minister said that our responsibility still has many things to do, there are still many concerns that need solutions to remove. In addition to the need to expand new markets, the processing rate of agricultural products is still low, such as coffee only 12%. The situation of fake fertilizers and poor quality pesticides is also painful, causing difficulties in production and business for farmers. Or as capital for farmers …

“I hope this time we will focus heavily on pressing issues that need to be addressed. Hopefully, after this conference, there will be more new classes of farmers about knowledge, will, new thinking, new thoughts, the time when the buffalo goes before the next plow is over ”, Prime Minister Nguyen Xuan Phuc emphasize.

The head of the Government also raised the issue of how to further promote the self-reliant spirit of farmers; Think about what to do for Vietnam’s agriculture to develop sustainably, thereby solving problems in rural areas and farmers well. It is not just the material and the spirit posing in the countryside, especially in the countryside in the Central region and the Central Highlands. Tay Nguyen coffee is more precious than gold and must be preserved

At the dialogue, farmer Do Quy Toan (Dak Lak) said that the first batch of coffee was recently exported to Europe under the EVFTA Agreement, enjoying a tax rate of 0%. 39 geographical indications of Vietnam’s coffee are also committed to protect by the EU. This is a huge competitive advantage for Vietnam’s coffee industry.

According to Mr. Toan, last time the coffee price was low, local farmers worried about cutting down to plant other trees. In this regard, Prime Minister Nguyen Xuan Phuc affirmed that coffee is Vietnam’s key strategic product, Vietnamese coffee has very good quality, and is highly appreciated by the world. Therefore, the Prime Minister advised people to continue growing coffee, but must plan the planting area clearly.

The Government, the Ministry of Industry and Trade, and the Ministry of Agriculture and Rural Development continue to steadily expand the market, provide funding for coffee replanting, and improve the quality of replanting.

“Tay Nguyen coffee is a more valuable brand than gold, so it must be preserved”. The Prime Minister said and said that deep processing must be promoted. Currently, the rate of deep processing is only 12%, the rest is mainly raw production. It is the responsibility of farmers and businesses to maintain the Tay Nguyen coffee brand.

The Central Highlands has up to 2 million hectares of agricultural land with a range of key agricultural products, but there are very few agricultural processing factories. Farmer Pham Le Manh (Dak Lak) asked: What solutions will the Government have to build and expand many agricultural processing factories in the Central Highlands in general and Dak Lak in particular, turning the Central Highlands into an industrial area. major agricultural product processing in Southeast Asia.

According to the Prime Minister, in recent years, Vietnam’s agricultural product processing industry has made progress. For example, this year, we inaugurated 15 agricultural processing factories. In which, there is a chicken processing factory that ranks among the largest in the world, or the second largest fruit and vegetable processing factory in the world … The room for developing and processing agricultural products in Vietnam is still very large.

Regarding the solution, the State affirms that it will create all mechanisms and policies to call businesses to seek markets to invest in agricultural product processing. Those who process agricultural products will be supported with capital by the central government and the locality will be supported with the site.

But if we want to develop the processing of agricultural products, we cannot produce small and fragmented ones, but we have to produce with planning. If Dak Lak province cannot organize production planning, all other provinces and cities will be called on to join hands in development.

According to farmer Pham Van Chu, the Central Highlands has a potential to develop livestock, in the coming time what policies will the Government have to promote livestock in the whole region and have a mechanism for farmers to cooperate and participate in the chain. animal husbandry business. He also wished the Prime Minister to direct ministries and branches to remove difficulties and help breeders soon restore production.

In response to this issue, Minister of Agriculture and Rural Development Nguyen Xuan Cuong admitted that the Central Highlands is a large land with a lot of potentials, but up to now, the livestock industry has not yet developed commensurate with its potential.

According to preliminary statistics, the whole region has only 3 million pigs, 25 million poultry, large cattle herd of about 1 million heads. While the whole country has 25 million pigs, 500 million poultry, … the Central Highlands can completely develop livestock, the provinces have to re-arrange and balance the structure between husbandry and cultivation.

Regarding the support to re-herd after the African swine fever epidemic, Mr. Cuong said that after the plunge of the country’s swine epidemic, the Government spent more than 7.6 billion VND to support farmers. This is of great interest to the government’s farmers. However, in order for the farmer to quickly regain his pig herd, he suggested that the provinces need to pay attention and support them with the most practical solutions.

Build strong Vietnam

After listening to farmers’ opinions on issues in agriculture and rural areas, Prime Minister Nguyen Xuan Phuc said that having a picture like today is the leadership of the Party, especially the leadership of the Party. The Prime Minister said that this year’s agriculture growth is higher than that of last year, reaching 2.6% while last year it was 2.1%; not only ensuring national food security but also contributing many products to export.

Currently, our country still has 65% of the population living in rural areas, the task of developing a civilized and modern countryside, the life of people living in happiness and happiness is the key point of view of the Party and State; the process of urbanization and new rural construction must follow the direction of sustainable and harmonious development, according to the market economy.

The aspiration to build a mighty Vietnam is also the aspiration of the Vietnamese farmers. If 65% of the rural population is underdeveloped and the life is not improved, it is not that powerful, the Prime Minister emphasized.

Our goal in the coming period is to promote and help farmers increase their income. Currently, many agricultural products of Vietnam, although leading the world, such as coffee, pepper, rubber, rice, tea …, but still export a lot, low processing content. This is a weakness, but also an opportunity for us to develop and promote the processing of key agricultural products.

According to the Prime Minister, agriculture is a ‘gold mine’, but if you do not know how to exploit, the ‘gold mine’ will also be depleted. Therefore, it is necessary to associate with the development of ecological diversity, land resources and forest resources, especially environmental protection for sustainable development.

The cross-cutting view in the agricultural restructuring strategy is to promote the application of modern technology, revolution 4.0, improve competitiveness by applying robots, drones, Big data, and internet. Things… If we don’t even understand that revolution, it won’t be effective.

“Ministries and agencies should continue to work with us to promote reforms of agricultural capital investment policies, policies on tenancy and large-scale land accumulation; practices of clean agriculture, organic agriculture, value chains, promoting 6-house linkages.
