According to preliminary statistics of the General Department of Customs, fertilizer imports to Vietnam in March reached more than 483,000 tons with a value of more than 144 million USD, down 1.7% in volume but increased by 2.1% in turnover compared to the previous month.
Accumulated in the first 3 months of our country has imported more than 1.3 million tons of fertilizer, worth more than 430 million USD, increasing sharply by 20.5% in volume and up 22.3% in value compared to the first quarter of 2024.
The average price of 318 USD/ton, up 1.5% over the same period last year.
In terms of market, Vietnam’s fertilizer is most imported from the Chinese market with more than 581,000 tons, worth more than 144 million USD, up 25% in volume and an increase of 39% in turnover compared to the same period in 2024.

Russia is the second largest supplier for Vietnam with more than 142,000 tons, worth more than 82 million USD, up 1.2% in volume, but decreased by 1.4% in turnover compared to the same period last year. The average price of 581 USD/ton, equivalent to nearly 3%.
Ranked third of the markets is Laos with more than 101,000 tons, worth more than 26 million USD, up 21% in volume and up 16.3% in turnover compared to the same period in 2024. The average price of 260 USD/ton, equivalent to a 4% decrease.
Fertilizers are the number 1 imported agricultural materials for agricultural production, accounting for the highest proportion of the cost of cultivation, while the cultivation industry is currently accounting for 64-68% of the total production value of the whole agricultural industry.
The current demand for fertilizer in Vietnam is about 10.5 – 11 million tons of all kinds. Of which: Urea is about 1.6- 1.8 million tons; DAP is about 0.9 to 1 million tons; SA 0.8- 0.9 million tons, potassium 0.9- 1 million tons, fertilizer containing phosphate of over 1.2 million tons, NPK fertilizer is about 3.5-4 million tons …
Regarding the current fertilizer import tax, the current preferential import tax rate is 0 – 6% (depending on HS code). Common fertilizers are applied to import tax as follows: Urea nitrogen fertilizer imported is 6%; 0%duty stool; 6%tax fertilizer; Potassium chloride tax 0%; Potassium sulphate dung 0%; 6%tax dap; 0%tax map; NPK fertilizer 6%. In particular, imports from countries with free trade agreements with Vietnam may enjoy special preferential import taxes if they meet the conditions under the Agreement.
Therefore, at the end of 2024, the VAT Law (amended) was approved by the National Assembly and took effect from July 1, 2025. One of the new points of this law is the 5% VAT imposition for fertilizer products that are evaluated by experts to help ensure competition between domestic fertilizers and imported fertilizers.
Experts explain that according to the current structure of the fertilizer market (domestic fertilizer consumption accounts for over 70%, the consumption of imported fertilizers accounts for less than 30%) will allow domestic fertilizer manufacturing enterprises to lead the adjustment of the fertilizer market value. When the price of domestic fertilizers decreases, the price of domestic fertilizers has decreased in the country, which will create an impact that leads to fertilizer importers, which will also have to reduce the price of imported fertilizers on the market ground, bringing great benefits to farmers.
