About BPJPH
The Halal Product Assurance Organizing Body (abbreviation: BPJPH) under the Ministry of Religious Affairs, was established in October 2017 to take over responsibility for halal certification from the Indonesian Ulema Council ( MUI).The role of BPJPH is currently the central agency responsible for managing and supervising halal certification in Indonesia.
Indonesia’s new Halal certification law.
Halal Product Guarantee Law, also known as Law No. 33 of 2014 stipulates that all products imported, circulated and traded in Indonesia must be Halal certified.
On February 2, 2021, the Indonesian Government issued Government Regulation No. 39 of 2021 on Product Halal Guarantee (“ GR 39 ”), replacing the previous regulations on Halal Product Guarantee. This regulation clearly states: products imported, circulated and traded within Indonesian territory must be certified halal, except products derived from prohibited materials and these products must carry a declaration that they are not halal. “Non-Halal products” are products that use or contain ingredients derived from and/or containing pork, alcohol derived from winemaking, animals slaughtered other than in accordance with sharia law, and Non-halal ingredients are identified based on the MUI fatwa command.
The implementation of Halal certification obligations for goods and services is carried out in stages. The first phase of Halal certification obligations for food products, beverages, slaughter products and slaughter services starts from October 17, 2019 to October 17, 2024. This regulation stipulated in Article 140 PP No. 39 of 2021. The Government calls on businesses to immediately register for halal certification for products that meet the above criteria. If after the specified deadline, specifically October 17, 2024 according to the provisions of Law 39/2021, the products are still not certified halal, then businesses may be subject to administrative sanctions according to Indonesian law.
Notice No. 3737 of the Halal Guarantee Agency (BPJPH) dated August 8, 2023.
The content of the Notice is as follows:
In accordance with the mandate of Government Regulation No. 39 of 2021 regarding the implementation of the Halal Product Assurance Sector, we hereby announce that:
1. The (mandatory) obligation to be Halal certified for products imported, circulated and traded in Indonesian territory is implemented in stages. The first phase starts from October 17, 2019 to October 17, 2024, including:
a. food and beverage products;
b. raw materials, additives, and additives used for food and beverage products;
c. slaughter products and slaughter services; and
d. products as services related to food and beverage products, raw materials, ingredients, accessories for food and beverage products as well as slaughter products.
2. Regarding this issue, you should immediately do the following:
a. Submit an application for halal certification to BPJPH through the Ministry of Religious Affairs’ PUSAKA application or SIHALAL https://ptsp.halal.go.id.
b. Information on halal certification services can be accessed through the BPJPH website
https://bpjph.halal.go.id/ as well as information on registration procedures/instructions on BPJPH’s official social media including Instagram and Facebook.
3. Violations of the (mandatory) obligation that from October 18, 2024, all products must be certified halal, as intended in point (1) will be penalized according to the provisions of article law of law.

What conditions do products imported into the Indonesian market need to meet?
According to Law No. 22 of 2014 on Halal Product Assurance, foreign halal products imported into Indonesia must comply with the same prescribed terms as domestic Halal products. However, the above products are not required to apply for halal certification if they already have a Halal Certificate issued by a foreign halal Certification Organization that has signed a mutual recognition agreement with BPJPH. Foreign Halal Certification Registration Process with BPJPH
After achieving Halal certification issued by HCA Vietnam under the Indonesia program, businesses need to register with BPJPH to receive a foreign Halal Certification Registration letter and a foreign Halal Certification registration number before making goods. goods circulated in the Indonesian market.
Step 1: Register with BPJPH via SIHALAL website
- Visit the website: https://ptsp.halal.go.id/.
- Create an account and provide complete information and records as requested.
- This registration can be done by the manufacturer in Vietnam or the importer in Indonesia.
Step 2: BPJPH verifies documents
- BPJPH will check the completeness and validity of the registered documents.
- If the application meets the requirements, BPJPH will issue a payment invoice.
- The importer or business representative pays the fee.
Step 3: BBPJPH will issue the Foreign Halal Certification Registration Number.
Step 4: Print the Halal logo on the packaging
- Print the Halal logo issued by BPJPH and the Halal certification registration number on the product packaging, ensuring compliance with Indonesian regulations and instructions.
Regulations on Halal Logo
Putting the halal Logo on the packaging of products with foreign Halal Certification can be done as follows:
a. Indonesian Halal label with foreign halal certification registration number issued from BPJPH;
b. Indonesian Halal label with foreign Halal certification registration number issued by BPJPH and Halal label of foreign Halal certification organization, specifically the Halal logo of HCA Vietnam
Design specifications for BPJPH Halal Label: The primary color for the BPJPH halal logo is Pantone purple 2613 C (#670075). In cases where color printing is not possible, manufacturers can use a black or white version of the logo. However, this is only allowed if the packaging background affects the visibility of the logo or if you have technical limitations when printing.
Cases of Halal logo exemption: Not every product needs to be labeled. The following are exempted subjects:
- Small packaging: The product has very limited space and cannot contain all the necessary information.
- Direct sales packaging: Items are packaged in small quantities directly in front of the buyer.
- Bulk products: Products sold in bulk without individual packaging.
Good news for all Vietnamese businesses, on October 10, 2024, the Halal Certification Office (HCA Vietnam) officially signed a mutual recognition agreement with BPJPH.
