Issues related to certificates of origin of goods – C / O are very interested and discussed by many businesses.
Sharing about the difficulties and challenges of businesses when approaching the EVFTA agreement, the representative of the wood-exporting enterprises said, so that enterprises can be eligible to export finished products through markets such as the US, the Middle East, Africa and some Asian countries need to make C / O through VCCI and Ministry of Industry and Trade.
However, businesses encounter many problems when applying for C / O at VCCI, for example, C / Os must take 2.5 months to complete the procedure. Meanwhile, the time from Vietnam to the US ranges from 40 to 48 days.
“That means that goods to the other end have not yet been granted a certificate, resulting in a loss of business lots because they are not eligible for clearance. However, as well as carrying out C / O procedures, enterprises applying at the Ministry of Industry and Trade can receive in only 2.3 days, ”the representative said.
Assessing FVFTA is a good opportunity for businesses to export goods to new markets, business representatives want state management agencies, including the Ministry of Industry and Trade and VCCI to support businesses. the most favorable way.
Similarly, another representative from Vietnam logistics business said that they would like to apply electronic C / O certificate, in order to minimize processing time.
“We often call the certificate of origin of C / O goods a“ sick child ”. Because children are afraid parents are afraid. Import-export enterprises that do not get the certificate do not have money, and without money they cannot cure their children, ”he said and emphasized,“ this is a top-notch problem to solve. enterprises can easily access EU market, besides other issues, such as technology … ”.
Answering these questions of enterprises, Ms. Nguyen Cam Trang, Deputy Director of Import and Export Department (Ministry of Industry and Trade) said that C / O certificate is one of the very important contents, helping goods. make a difference within the block with external goods, to enjoy the preferential tariff under the provisions of the agreement.
“Therefore, the difficulty in issuing C / O is often caused by businesses not using internal materials, failing to meet the rules of origin rules,” said Trang.
At the same time, according to Ms. Trang, now to help businesses fully understand the rules of origin in the EVFTA agreement, the Ministry of Industry and Trade has issued Circular 11 to create a legal basis for regulatory agencies and enterprises to implement. Agreement right after EVFTA takes effect, expected from August 1, 2020. Enterprises can refer to the information from the circular, thereby preparing the best for the necessary procedures when participating in the new supply chain.
Talking more about this issue, Mr. Mai Xuan Thanh, Deputy Director of the Customs Department (Ministry of Finance), said that the Customs Department is ready to coordinate with the Ministry of Industry and Trade as well as VCCI to share data and experience. especially the evaluation of enterprises to shorten the time for issuing C / O licenses.
Currently, Customs is applying risk management, thereby clearing customs very quickly for businesses with high compliance. Hopefully businesses applying for C / O bring full compliance and transparency to support the best cooperation between the stages.
“For electronic CO, currently only apply with some procedures with ASEAN. For EVFTA, the Ministry of Industry and Trade is also considering the General Department of Customs considering the use of electronic CO with the EU, ”Mr. Thanh said.
