Information at the meeting said that over the past time, due to the negative effects of climate change, drought, irregular rainfall, pepper trees in the Central Highlands provinces, especially in Gia Lai, died. series. Thousands of hectares of pepper in Gia Lai province were infected and died simultaneously, making pepper farmers face many difficulties. Even, many pepper farmers leave the locality or no longer have a job to earn a living in other localities, or fear the bank will come to claim loans.

In response to this fact, pepper farmers have sent a letter to the local government, the State Bank of Vietnam called for assistance in reducing interest rates, debt extension, debt structure and debt freezing. In this situation, the Governor of the State Bank has repeatedly sent documents to local authorities to propose coordination to find solutions to remove difficulties for pepper growers. At the same time, directing commercial banks to lend to pepper plants actively to have an effective solution, timely support farmers to remove difficulties.

At the meeting, Mr. Truong Phuoc Anh, Director of the Department of Agriculture and Rural Development of Gia Lai province, said that the cause of pepper production people suffered losses due to dead pepper, low prices, greatly affecting income, life and ability to pay bank loans. The cause is deeper, from the previous years, pepper prices, people defy, hot pepper development, far exceeding the local planning area nearly 2 times, nearly 7,000ha. From 2017 to the present, due to the extreme weather, pepper prices have continuously decreased, leading to people not reducing investment in care leading to mass death, with 6,627ha of pepper dead.

Regarding the situation of lending to pepper industry and solving difficulties for households growing pepper in damaged Gia Lai province, Mr. Nguyen Quoc Hung, Director of Credit Department of Economic Sectors, said: Outstanding loans of 14 expenditures branch of CI + VBSP for pepper in Gia Lai reached over VND 3,724 billion (short-term VND 2,665 billion, accounting for 71.56%). Recently, the SBV received recommendations from the People's Committee of Gia Lai province, the National Assembly delegation of Gia Lai and Nghe An provinces, the households of Chu Prong district proposed the SBV: Direct the credit institutions to implement measures to extend debt and reduce debt. Interest rates and new loans to help pepper farmers in Gia Lai province stabilize production. Next is the freezing of loans to farmers' households to cultivate pepper for losses caused by natural disasters and epidemics in Gia Lai province according to Decree No. 55/2015 / ND-CP of June 9, 2015 and Decree No. 116/2018 / ND-CP dated September 7, 2018 of the Prime Minister.

The serious implementation and responsibility of credit institutions in the area

According to the credit institutions lending to pepper, borrowers are really difficult to repay the bank. Many customers abandon pepper gardens and leave home to do business in difficult places, making it difficult for banks to recover debts.

However, credit institutions affirmed that, in the face of customer difficulties, banks could not stand out. According to Agribank representatives, branches in Gia Lai lend to pepper plants more than 1,000 billion. In which, damage was over 928 billion dong; bad debt is nearly 50 billion dong. However, in order to support pepper growers to repay loans, Agribank has strived to implement many solutions such as new loans for farmers to switch crops, adjust interest rates, reduce lending rates. medium and long term …

As for the representative of Vietinbank headquarters, the branches lent for pepper in Gia Lai about 717 billion dong (621 billion dong of overdue debt). Facing this fact, Vietinbank leaders have issued documents to instruct branches to consider restructuring debt, lending new loans to customers who have an effective production and business plan for pepper.

The representative of VietinBank suggested that the handling of debts and eliminating difficulties for wood growers should be joined by the State Bank, functional agencies and local authorities in announcing the epidemic disease, in order to have recommendations. freezing debts for pepper growers.

Representative of the local government, Mr. Nguyen Duc Hoang, Vice Chairman of Gia Lai People's Committee, said that long-term industrial crops, including pepper, are in the direction of economic development of the province. However, due to the dual effects of climate change, falling market prices, and neglect of farmers, pepper has been severely damaged in recent years. In the area, there are still some places where pepper growers still have a stable income from pepper by means of organic agricultural production. Concluding at the meeting, Deputy Governor Dao Minh Tu emphasized that this is an urgent issue that requires close coordination to promptly remove difficulties for pepper growers. Otherwise, it will affect social security and order security in the area.

The Deputy Governor said that the work to be done in the day ahead was the State Bank of Gia Lai Province, credit institutions, quickly combating statistics, assessing the status and credit quality of pepper; analyze credit losses, actual losses of farmers, the actual debt balance to date; there is a general report to the State Bank before June 30, 2019, at the same time proposing solutions and solutions to the situation of damage; credit institutions consider each specific loan to reduce loan interest and reschedule debts; especially exemption and reduction of loan interest for people; report the handling results to the SBV. At the same time, concretely discuss with customers before giving directions for dealing with loans. On that basis, the branches proposed to set up provision for losses on damaged pepper credit.

For the local government, the Deputy Governor said that the SBV is ready to coordinate to implement support policies for the damaged pepper growers. Local authorities should direct functional units to coordinate with the bank to assess the status of damage to pepper.
